22 million euro to renovate Paral·lel What will change in Barcelona by 2028

City allocates funds to improve streets and neighborhoods

Barcelona launches an ambitious Paral·lel renewal program Authorities invest over 22 million euro The project will impact culture business and the cityscape

In the coming years, Barcelona residents will see significant changes on one of the city’s most famous streets. The city council is launching a project aimed not only at transforming Avinguda Paral·lel, but also at improving life in the surrounding neighborhoods. The decision was made after numerous requests from local associations, and now more than 22 million euros have been allocated for this purpose. This move promises to not only upgrade infrastructure but also boost cultural and economic activity in the city center.

As noted by El Pais, the ‘Millorem el Paral·lel’ program is planned through 2028 and focuses on three main areas. The first is support for the arts, commerce, and the restaurant industry, with 345,000 euros earmarked for this segment. Authorities plan to connect theaters, shops, and restaurants in the three neighborhoods of Poble Sec, Raval, and Sant Antoni through joint cultural projects. The façades and shop windows will feature displays telling the street’s story, and a special ‘brand’ will be created to strengthen ties between residents and business owners. Additional support measures are planned for Vila Vilà street, where businesses suffered from prolonged construction.

Cultural vibrancy

The second part of the program focuses on developing cultural and community life. A total of €10.6 million has been allocated for these initiatives, with most of the funds dedicated to restoring the Arnau theater. Authorities aim to bring back Paral·lel’s reputation as a center for city festivities: traditional parades such as the Cabalgata de Reyes, as well as events for Sant Jordi and La Mercè, will once again be held here. The program includes performances by local groups such as colles castelleres, diables, and geganteres. Special attention is given to supporting the Poble Sec festivals and organizing events at historic venues like El Molino, Tres Xemeneies Park, and the new Teatre Arnau after renovations are complete.

According to El Pais, city officials are committed to restoring Paral·lel’s historic character, drawing inspiration from descriptions of its past. The plan aims not only to attract new visitors but also to strengthen the neighborhood’s identity. Importantly, the project goes beyond cultural initiatives and creates new attractions for both residents and visitors.

Urban environment

The third focus is improving the urban environment. €11.6 million has been allocated for these efforts. Plans include modernizing lighting, repairing sidewalks and squares, and upgrading the southern part of the street, including Ronda de Sant Pau and Drassanes. Authorities are prioritizing safety, with increased oversight in areas prone to large gatherings to reduce disturbances and improve residents’ comfort. Tres Xemeneies Park will feature new facilities for sports and community events.

As part of the program, Paral·lel street will be included in the city’s Pla Endreça plan, which means additional measures to ensure order and cleanliness. Festive decorations are also planned for Christmas—with new light installations set to appear here for the first time in many years. Local associations emphasize that this time the project must be as realistic and feasible as possible to avoid repeating past failures.

Reaction and expectations

Representatives of civic organizations and businesses note that the program’s success depends on the consistency and transparency of government actions. According to participants in the initiative, it is important not to repeat the mistakes of previous years, when ambitious promises failed to bring real change. This time, the focus is on concrete steps and close cooperation with residents. The authorities promise not to touch already completed projects, but instead to concentrate on new goals so that by 2028 Paral·lel becomes a more attractive and comfortable place to live.

In recent years, Barcelona has already implemented major projects to renew urban spaces. For example, the reconstruction of the Poblenou district and the modernization of Passeig de Sant Joan led to increased visitors and revitalized local businesses. Such initiatives often act as a catalyst for urban development and improved quality of life. Experience shows that a comprehensive approach and resident participation help achieve lasting results and avoid common mistakes of the past.
