However, ERC fears that without direct dialogue with the new minister, it is difficult to predict how far he is prepared to go in changing the system.

Another key point is that España’s appointment coincided with Carlos Cuerpo’s promotion to deputy prime minister. This is also seen in Catalonia as a neutral event, not provoking a sharp reaction. Overall, changes in the government bring hope that budget and regional funding talks will gain new momentum.

The main task for the Catalan authorities right now is to secure conditions that will allow the regional budget to be approved by the end of July. ERC insists on arrangements no less significant than the transfer of IRPF, while Salvador Illa aims to focus on achievable agreements to reduce dependence on decisions from Madrid. As El Pais notes, a shift in ministerial leadership could signal a renewal of dialogue between the central government and the regions.
