
New measures to support the housing sector
In 2025, the Spanish government will launch a large-scale subsidy program aimed at developing social and affordable housing. The Council of Ministers has approved the allocation of €42.5 million, which will be distributed among the various regions and municipalities of the country. This initiative covers both major cities and specific areas where there is a particularly acute shortage of affordable rental housing.
Funding for Madrid and Barcelona
A significant part of the funds is directed to the capital region. In particular, Madrid will receive over €8 million to support relocation projects for residents of the Cañada Real district. In Barcelona and its metropolitan area, there are several lines of support. The city municipality will receive nearly €16 million, and the metropolitan area more than €5 million. An equal amount is allocated to the provincial administration. All these funds are intended for the construction and development of the housing stock, which will be rented out at affordable prices.
Seville and autonomous cities: expanding the program
In Andalusia, the province of Sevilla will receive subsidies. Four million euros have been allocated here to develop the affordable housing market. Additionally, the program covers the autonomous cities. In particular, around 90 new apartments are planned to be built in Ceuta, which will be leased on preferential terms. More than 3.5 million euros are earmarked for this project. Authorities emphasize that such measures are necessary to strengthen the existing housing stock and address social needs.
Long-term commitments and budget adjustments
As part of the approved package, the government also adjusted budget limits to secure funding for projects in the coming years. The Ministry of Housing and Urban Agenda has been granted authority to sign new contracts and take on expenditure commitments to be paid from future budgets. This will enable the realization of long-term projects and ensure stability in the sector’s development.
Impact on the rental market and the social sphere
The measures are expected to ease pressure on the rental market, especially in densely populated regions. Increasing the number of affordable apartments should help families with low and middle incomes and foster social integration in disadvantaged areas. Authorities hope these new projects will encourage further investment in housing construction and improve the quality of life in cities and regions.
