During the investigation, representatives of companies that participated in the tender were interviewed, including Carlos Simón García, connected to Ivemon Ambulancias Egara. He described possible violations during contract negotiations and claimed that in 2011, his family was offered cooperation with politicians to facilitate access to future tenders. According to him, an intermediary acted on behalf of David Madí and had contacts with former CDC manager Germà Gordó and ex-president of Catalonia Artur Mas.

However, after three years of investigation, the court found no evidence to support these claims. During the hearings, Carlos Simón García retracted his previous accusations, and all disputed transactions were given reasonable explanations. The anti-corruption prosecutor backed the decision to close the case, noting that no prior collusion or illegal influence on the contract allocation process was identified.

Reaction and aftermath

Judge Santiago Pedraz emphasized that no signs of intentional wrongdoing by the organizers were found to have distorted the procedure. This decision surprised some in the public, as the case was seen as a continuation of the high-profile ‘3% case’ involving alleged illegal funding of CDC. Ultimately, none of the officials or businesspeople were held accountable.

In Catalonia, such investigations draw wide public attention, as issues of transparency and fairness in allocating public funds remain highly relevant. Recently, the region was already discussing another case, where an official was suspected of embezzling funds from a school association — the details of this case also sparked intense reactions among residents and experts.
