
Starting September 15, 2025, Vitoria-Gasteiz will launch a full-scale monitoring system for the low emission zone. City cameras will record violations related to the entry of vehicles without a DGT environmental label. Drivers of such vehicles face fines of up to €200, but the amount is halved if paid promptly.
During the first three months after the new measures are introduced, offenders will only be informed about the rules to allow time for adaptation. After this period, fines will begin to be imposed.
Certain categories of vehicles are exempt. In particular, cars registered to owners with a PMR card, as well as vehicles belonging to residents living within the zone, will be allowed unrestricted entry until September 15, 2027. Additionally, owners or tenants of parking spaces within the perimeter retain the right to enter.
Until September 2026, vehicles used for loading and unloading, technical services, commercial vehicles, private buses, taxis, and VTC services are permitted to circulate without an environmental sticker.
The area covered by the new rules spans 0.65 square kilometers. It includes the historic center and part of the El Ensanche district. The zone’s boundaries run along San Ignacio de Loyola, Francia, La Paz, Ortiz de Zarate, Dato, Florida, Ramon y Cajal, Luis Heinz, Magdalena, Vicente Goicoechea, Cercas Bajas, Siervas de Jesus, and Portal de Arriaga streets. However, these streets themselves are not included in the restricted zone.
It is planned that by September 2027, the area of the zone will increase to 0.82 square kilometers. The perimeter will then be expanded to include Francia, La Paz, Ortiz de Zarate, Dato, Florida, Ramon y Cajal, Luis Heinz, Ramiro de Maeztu, Domingo Beltran, and Coronacion streets. By 2030, the restrictions will also apply to vehicles with the environmental label B.
