Valdezarza in Moncloa-Aravaca loses free parking — what drivers can expect

Paid parking zones are being expanded in the Spanish capital. The new regulations will affect thousands of parking spaces. The changes are linked to urban mobility and environmental efforts.

Starting from October 2025, free parking will end in Valdezarza, a neighborhood within the Moncloa-Aravaca district of Madrid. City authorities have announced that this area will be included in the third phase of the implementation of the Regulated Parking Service (SER), which will change the parking rules for more than 2,400 spaces.

Under the new system, 2,306 spots will be primarily for local residents, while another 115 will be allocated for short-term parking. The new parking scheme will affect busy streets such as Antonio Machado, Sinesio Delgado, Villaamil, and Valle de Anso. The decision was made after discussions with local residents and community organizations, which took place in May and June of this year.

According to the approved rules, parking spaces are divided into two types: green and blue. Green spaces are for residents with permits, allowing them to park without time limits. Visitors are limited to a maximum of two consecutive hours in these spaces. Blue zones are available to all drivers but cannot be used for more than four consecutive hours; after that, a break of at least one hour is required before parking again in the same sector.

Parking fees will depend on the vehicle’s environmental classification. Electric car owners are exempt from payment; hybrids and vehicles with an ‘eco’ label will receive a 75% discount. Cars with a category C badge will get a 10% discount, while vehicles marked with a B will have a rate that is 20% higher than the base tariff.

The operating hours of paid parking zones will remain unchanged: Monday to Friday until 21:00, and on Saturdays until 15:00. On special dates, such as December 24 and 31, restrictions apply until midday. Parking remains free on Sundays and public holidays.

City authorities emphasize that the expansion of paid zones aims to reduce the number of cars searching for parking, improve conditions for residents, and support environmentally friendly transportation. These measures are expected to ease traffic congestion and promote sustainable urban mobility.
