If approved, a month-long public consultation will begin, followed by the announcement of a 15-year concession tender with an estimated investment of around 8.5 million euros.
As part of the future concession, the contractor will be required not only to build and operate the underground parking lot but also to completely renovate the square itself. According to city hall, the project includes replacing sidewalk paving, creating a modern children's play area, installing a new café kiosk with outdoor seating, as well as a comprehensive upgrade of engineering systems. Special attention will be given to repairing fountains, fixing leaks, and updating the lighting. Authorities emphasize that these works will be mandatory for the future parking operator.
The Montañeta Square now appears significantly outdated: worn-out pavement, issues with the fountain, and an overall sense of neglect have long caused residents' dissatisfaction. According to Carlos de Juan, the official responsible for city mobility, the existing underground parking serves up to 30,000 entries per month but requires upgrades—especially in waterproofing, lighting, and accessibility. The official notes that the decision to transfer the facility under concession was due to the municipality's limited resources and will allow for a swift comprehensive modernization.
The project also includes updating the architectural features of the square: the light dome will be renovated, the pergola restored, and the surrounding area improved. New pavement will enhance connectivity between the tax office building and the church of Nuestra Señora de Gracia. Authorities expect that, once the works are completed, the square will become more attractive for residents and visitors alike.
