At Espai Cultural Escoles Velles, the Youth Department had scheduled a Thursday session of ‘Blood on the Clocktower’. The council has cancelled it, along with Friday’s family Halloween party, citing the rail accident in Toledo and the official mourning decreed by the Government of Spain. Prime Minister Pedro Sánchez announced the three-day national mourning period on 28 October after the crash in Urda, Toledo province. Under Royal Decree 949/2026, published in an extraordinary edition of Spain’s Official State Gazette, the period runs from 00:00 on 29 October to 24:00 on 31 October. The national flag is at half-mast on public buildings and Spanish Navy vessels. EFE reported at least 68 deaths by 29 October.
The family event was due to include a parade and children’s workshops, with a minidisco also planned. Both proposals have been suspended. The cancellations coincide with the three official mourning days, which also fell on Halloween weekend. The mourning observance was also joined separately in Cantabria; Extremadura and Aragón followed suit.
The council expressed condolences to the victims’ relatives and loved ones and offered solidarity with everyone affected by the accident. Sánchez said the state stood with the victims and their families. The judge of Civil and Investigation Court No. 2 of the Orgaz Court of Instance in Toledo opened proceedings and ordered the accident site secured, prohibiting unauthorized access and the removal of any items to preserve evidence. Judicial and technical investigations into the cause of the collision are continuing. Sánchez said investigators are responsible for determining the cause, including the Independent Commission for Railway Accidents, the courts, Adif and Renfe. RUSSPAIN has separately covered judicial measures after the Urda rail crash in an earlier report.
