Spain’s energy ministry has revised its electricity planning proposal for La Rioja after reviewing 2,566 submissions. It includes capacity upgrades covering 152 kilometres of lines and provision for 17 MW of mainly industrial demand.

The revised proposal covers upgrades to 152 kilometres of electricity lines and work at three substation complexes in La Rioja. The measures would accommodate 17 MW of new demand, most of it industrial and connected to distribution networks. MITECO said the proposal responds to requests from La Rioja’s industrial sector.

The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) presented the changes after reviewing 2,566 submissions received during the public consultation. Secretary of State for Energy Joan Groizard met La Rioja’s Economy, Innovation, Enterprise and Self-Employment Minister Belinda León on 5 November 2026 to discuss the changes, MITECO said. The changes form part of Spain’s proposed Electricity Planning for 2025 to 2030, which remained in its final processing stage and had not yet received final approval in early November 2026.

Two positions on the transmission network have been modified following the consultation to address requests from the region’s industrial sector. Groizard’s meeting was part of a round of contacts with Spain’s autonomous communities to explain changes to the proposal as it moves through the formal process. The wider revised network plan is reported to raise planned investment through 2030 to more than €17 billion, 144% above the earlier investment level and about 30% higher than the initial proposal, after consideration of the consultation submissions.

The longer-term plans extend beyond 2030. They include a proposed new substation in Logroño and measures to strengthen grid connections in the area in response to medium-term needs. MITECO says processing the new infrastructure will allow construction ahead of that timetable. The International Energy Agency has also highlighted continued investment in power-system infrastructure and improved system management as important to integrating more renewable generation while maintaining electricity security and resilience.

Electricity planning is separate from railway safety, the subject of a report on the Urda tragedy.
