On October 2, 2026, Congress rejected both of the Government's housing decrees. The first vote ended 178 to 172. The second ended 184 to 166. Pedro Sánchez spent the weekend considering whether to call an early election.
The first vote also drew opposition from UPN. PP, Vox and Junts voted against both measures. PNV and Coalición Canaria joined them in the second vote. The defeat gave the Partido Popular a direct political opening.
Génova says the Government has lost control of Parliament and the housing debate. Alberto Núñez Feijóo's team wants to present the vote as the start of a different housing policy. The party describes the previous eight years as unsuccessful.
