The decision to completely transform the coastal zone of Fòrum in Barcelona could change the familiar face of the city and impact the daily lives of thousands of residents. After years of uncertainty, authorities have abandoned earlier plans to build a marine zoo and have chosen a new direction: the creation of a large-scale public space focused on pedestrians, sports, and culture. This move promises not only improved access to the sea, but also sets a new standard for urban transformation in Spain.
The platform, which for many years remained abandoned as a symbol of unfulfilled dreams, will now become part of a unified seven-kilometer route along the Mediterranean coast. The project envisions connecting new and existing recreational areas, allowing residents and visitors to stroll freely from the port to the mouth of the Besòs River. Special attention is given to adapting the area to climate challenges: the future corridor is designed to withstand extreme weather events, a particularly relevant issue for Catalonia’s coastal districts.
A turning point in urban development policy
For a long time, the seaside plot was a symbol of unfulfilled ambitions. The idea of a marine zoo, discussed since the early 2000s, never materialized, and the concrete platform became an urban “stain” on Barcelona’s map. The new project, called Delta Prim, completely changes the approach to using this land. Instead of commercial entertainment and closed spaces, there will be open parks, sports grounds, cultural areas, and observation decks overlooking the sea.
City authorities stress that this project completes years of work to restore and develop the coastline, which began back in the 1990s. According to mayor Jaume Collboni, in a few years residents will be able to walk from the port to the Forum without encountering barriers or abandoned lots. This approach not only gives back lost spaces to the city but also strengthens its resilience to future climate risks.
New opportunities for the district
The layout divides the area into two main zones: a central square with a football field, infrastructure for large-scale events and cultural gatherings, and green borders featuring shaded alleys, viewing platforms, and easy access to the beach. This format aims to attract various groups of residents — from families with children to sports enthusiasts and festival lovers.
The work began with the renovation of the Mar Bella promenade in summer 2025 and will continue until spring 2027. After that, the main platform itself will be developed, which will completely transform the landscape of the Sant Martí district and its surroundings. Investments in the project will amount to around 10 million euros annually, underscoring the commitment of the city administration.
A city for people
The shift from large private infrastructure projects in favor of public spaces reflects Barcelona’s new development philosophy. The city aims to be more open, greener, and accessible to everyone—not just tourists or investors. The new corridor along the sea will not only offer a place to stroll, but will also symbolize a shift in urban policy: the priority is now the interests of residents rather than commercial projects.
The creation of such a space could serve as an example for other Spanish cities, where the use of coastal areas often sparks debate. Barcelona demonstrates that even the most complicated and neglected locations can be transformed into modern zones for living, leisure, and community.
Context and examples
In recent years, Spain has seen a growing number of projects transforming city waterfronts and former industrial areas into public spaces. In Valencia, for instance, the old port has been redeveloped and now hosts cultural events and restaurants. In Malaga, former warehouses on the coast have been turned into parks and exhibition centers. Such initiatives not only improve the quality of the urban environment, but also contribute to the growth of local communities. The Barcelona project continues this trend, emphasizing sustainability and accessibility for all.
