Catalonia’s Economic Leap: The Ambitious Plan to Top Europe by 2030

Catalonia aims to draw in €6 billion in investments by 2030. Authorities plan to create 45,000 new jobs, focusing on industry, technology, and sustainable development.

The Catalan authorities have announced the launch of an ambitious five-year initiative. The region aims to attract €6 billion in foreign investment by 2030. This move is expected not only to strengthen Catalonia’s position on Europe’s economic map, but also to address global challenges tied to shifts in world trade and rising protectionism.

The plan envisions a significant increase in new projects and jobs. According to government estimates, the region will see around 600 new investment projects, with the number of foreign company branches reaching 10,000. This is expected to create about 45,000 new jobs, which is especially important given recent economic turbulence and the outflow of businesses in previous years.

Focusing on industry and areas beyond Barcelona

Special emphasis is placed on developing the industrial sector outside the capital metropolis. Authorities stress that at least half of all investments should go into industrial projects located beyond Barcelona. This approach aims to balance economic development and ease the burden on the capital. Existing enterprises in cities like Malgrat de Mar and Rubí—home to major international pharmaceutical and medical firms—are cited as examples.

An important challenge remains not only attracting new investors, but also supporting companies that are already operating in the region. Currently, almost one fifth of all jobs in Catalonia are provided by foreign firms, and the authorities are striving to keep this figure high.

Focus on technology markets and the green economy

Catalonia is actively building ties with leading Asian economies such as Japan, South Korea, China, and India. The USA and key European countries — Germany, France, the UK, the Netherlands, and Belgium — also remain among the top priorities. These countries account for almost half of all foreign subsidiaries in the region.

The authorities are betting on the development of the automotive industry in order to take the lead in the shift to clean technologies. Other priorities include the agri-food sector, semiconductor manufacturing, and the chemical industry, especially in the province of Tarragona. Catalonia also aims to become a hub for startups and innovative companies, particularly in artificial intelligence and aerospace technologies. In the coming years, the first European low-orbit 6G research center is set to open here.

Catalonia — a land of new ideas

By 2030, the region aims to increase the number of startups to 3,000, positioning itself as one of the most attractive markets for young tech companies in Southern Europe. Authorities believe that a combination of developed infrastructure, skilled professionals, and openness to innovation will not only help Catalonia regain lost ground but also reach a new level of economic development.
