The main goal is to eliminate delays in appointments with general practitioners, specialists, and for surgeries within the first six months of the new government’s term. To achieve this, an annual allocation of €3 billion is planned as part of a new funding scheme proposed by Montero while she was Minister of Finance. According to El Pais, these funds are expected to be drawn from €5.7 billion owed to the region under the updated budget distribution model, despite opposition from the PP.

Montero emphasizes that the current situation is not only the result of ineffective management but also a shift in approach: there is a move toward privatization, which she believes weakens public healthcare. Her platform sets clear deadlines: no more than 48 hours to see a doctor, 30 days for diagnostics, 60 days for consultations, and a maximum of 120–180 days for surgeries, depending on the complexity of the case. Special attention is given to reducing bureaucracy and protecting specialists’ schedules.
