Murcia Authorities Call for Water Policy Overhaul and Trasvase Preservation

Why Murcia and Madrid are Clashing Again Over Water

Debate over water resources intensifies in Murcia. Regional officials are pushing for changes in national policy. Upcoming decisions could impact Spain’s agriculture and economy.

The issue of water resource distribution has once again come into focus in Spain. In Murcia, where water scarcity is a chronic problem, any changes in national policy can have serious consequences for the region’s agriculture and economy. The regional authorities insist on maintaining key infrastructure and are demanding that the central government review its approach to water management.

Murcia’s Demands

On World Water Day, representatives of the Murcia government once again raised the need to safeguard the Tajo-Segura Transfer. According to regional leaders, this system supplies water not only to Murcia but also to neighboring provinces, where the agricultural sector depends on reliable delivery. Regional president Fernando López Miras emphasized that Murcia leads the country in water reuse rates; however, this is not enough to resolve the structural deficit.

Regional deputies stress that without a national water supply plan, it is impossible to ensure equal conditions for all territories. They believe water resources should not become a source of political disputes between autonomous communities. Murcia’s authorities demand that the Spanish government approve a strategy that takes into account the interests of all 17 regions of the country.

Politics and Conflicts

In recent years, disagreements between Murcia and Madrid over water policy have only intensified. Regional representatives accuse the central government of ongoing restrictions and a lack of support for eastern regions of the country. According to them, the current policy leads to economic losses and puts the future of agriculture at risk.

At the same time, environmental organizations such as Ecologistas en Acción advocate for stricter controls over the use of water resources. They are calling for the elimination of illegal wells and restrictions on irrigation to ensure sustainable management of freshwater supplies. These proposals have provoked discontent among farmers and local authorities, especially in areas where the closure of aquifers could lead to reduced production.

Debates about the future

In Murcia, many believe that only a comprehensive national plan—including infrastructure modernization and optimized distribution of water between basins—can resolve the problem. Regional politicians insist on the need for investments in hydraulic projects and demand that the government abandon policies that reduce water supplies to the southeast.

As an alternative to the current policy, opposition representatives propose creating a unified water market and introducing modern technologies to improve resource efficiency. However, these ideas have yet to gain broad national support. According to russpain.com, the water supply situation in Spain remains one of the most pressing and requires urgent solutions.

Environmental challenges

Environmentalists warn that climate change and increasing extreme weather events, such as rains and droughts, make water resource management more difficult. They suggest restoring natural riverbeds and introducing new flood control methods. At the same time, farmers fear that stricter environmental regulations will reduce yields and drive up costs.

Water supply issues are becoming a topic of public debate not only in Murcia but also in other regions of the country. For example, Madrid authorities recently decided to extend the operation of the waste incineration plant, sparking protests from environmentalists and residents of the capital. Read more about public reactions to such decisions in the report on the extension of the waste incineration plant in Madrid.

In recent years, Spain has faced new challenges in water resource management. In 2025, Andalusia considered restricting water use for agriculture due to drought. In Catalonia, authorities implemented programs for water reuse and the construction of new treatment facilities. In Valencia, projects have been launched to connect water basins for more efficient resource distribution. These measures demonstrate that water supply issues require a comprehensive approach and ongoing efforts to balance economic interests with environmental sustainability.
