At the center is a former deputy director for environmental quality at the Ministry for the Ecological Transition, who, according to investigators, received shares in companies in exchange for approving major renewable energy projects. The incident has already sparked intense debate among experts and politicians, as the case involves dozens of projects with the potential to reshape the region’s economy.

The investigation began when officers from the Central Environmental Operations Unit (UCOMA) uncovered suspicious links between the former official and the Forestalia group. According to Ale Espanol, investigators determined that the ex-official received stakes in two companies affiliated with Forestalia after facilitating positive environmental declarations for 52 projects in the Teruel province. These projects involved the construction of wind and solar power plants, making them highly significant for the region.

According to the source, the scheme worked as follows: after receiving a positive assessment for a project, the official would acquire a stake in one of the companies. Forestalia would then increase the capital of these firms, causing the official’s share value to rise. Investigators believe such actions began in 2023, when the former official had already retired after 30 years at the ministry. To conceal the origin of the funds, complex arrangements were used involving several companies and a notary who handled the necessary paperwork.

Essence of the investigation

Investigators claim the suspect leveraged his official position to secure approval for environmental declarations for Forestalia’s projects, despite possible negative environmental consequences. As a result, the company was able to proceed with dozens of projects that might have been rejected with stricter oversight. During the investigation, searches were conducted at Forestalia’s offices and related companies, and documents were seized to support the investigators’ suspicions.

The operation led to the detention not only of the former official and his spouse but also Forestalia’s president and representatives of companies involved in the transactions. The investigation is being supervised by the Teruel Court of First Instance and the environmental prosecutor’s office. All those involved face suspicions of crimes related to corruption, money laundering, abuse of office, and participation in a criminal organization.

Special attention is given to how the environmental impact assessments for the projects were conducted. Investigators are checking whether risks to wildlife, changes to the landscape, and possible disruption of traditional land use were taken into account. If it is confirmed that these aspects were ignored, the consequences for the region could be serious.

Response and consequences

The Forestalia group has long raised concerns among environmental organizations and regional politicians, especially since the launch of a large wind farm in Teruel and Castellón. According to Ale Espanol, the investigation covers not only this project, but also about fifty others, for which the company established numerous subsidiary entities. This allowed them to bypass restrictions and speed up the approval process.

According to his LinkedIn profile, the former official worked at the ministry for over 30 years and was appointed Deputy Director for Environmental Assessment under the previous minister. He retained his position after the change in leadership and continued working until retiring in June 2023. It was after this, according to investigators, that he began receiving payments from Forestalia for facilitating project approvals.

Complex schemes involving several companies and a notary who formalized the transactions were used to transfer the funds. The investigation is ongoing to determine whether there were other participants in the scheme and how many projects may have been approved with violations. The operation remains open, and more arrests may follow in the near future.
