Spain and Valencia set up commission to coordinate recovery after devastating floods

How the authorities plan to rebuild affected areas and what will change

Authorities in Spain and Valencia are launching a joint commission to coordinate recovery after severe floods. Key decisions are expected as early as January. Find out how this could impact the region.

In January 2025, a new commission will begin work in Valencia, established to coordinate recovery efforts after the devastating floods that hit the region. The official launch meeting for this body is scheduled for January 9. Representatives from the Spanish government, the leadership of the Valencian Community, and local municipalities will attend the event.

The initiative to create the commission arose after Valencia’s president, Juanfran Pérez Llorca, approached Prime Minister Pedro Sánchez to request additional support. In response, Minister for Territorial Policy and Democratic Memory Ángel Víctor Torres sent an official letter confirming the government’s readiness to collaborate.

Joint efforts

The commission will serve as a platform for ongoing dialogue among all levels of government. Its members will include representatives of the central government, the administration of Valencia, the provincial diputación, and the affected municipalities. The main task is to ensure transparency and coordination in resource allocation and recovery decision-making.

Coordination will be handled by the special representative for reconstruction issues, Zulima Pérez. She will oversee organizing meetings, monitoring the implementation of agreements, and facilitating collaboration among all parties involved. Authorities emphasize that establishing this commission does not replace existing cooperation mechanisms but rather strengthens them.

Response to the emergency

From the first days after the flood, an operations center was set up in the region, with ministers of the Interior and Territorial Policy arriving on site. They personally oversaw aid distribution and coordination between various departments. Within days, working groups were established for key areas: healthcare, infrastructure, social services, housing, employment, and business support.

In May 2025, the prime minister met in Valencia with representatives of affected municipalities and victims’ associations. The meeting addressed financial aid, infrastructure restoration, and psychological support for residents.

Financial support

To date, more than 9 billion euros have already been allocated for the region’s recovery. This accounts for about 80% of all funds aimed at dealing with the aftermath of the flood in the Valencian Community. Funding comes from multiple budget levels—from the central government to local administrations.

Authorities promise to continue support until the affected areas are fully restored. Special attention is being paid not only to repairing roads and buildings, but also to rebuilding social infrastructure and providing psychological support to residents.

Plans for the Future

In the coming weeks, the commission will identify priority areas for action and agree on a meeting schedule. It is expected that key decisions will be made regarding the allocation of funds, monitoring the progress of reconstruction efforts, and supporting the areas most affected.

Officials emphasize that the main goal is not only to restore what has been destroyed, but also to create a more resilient system for responding to such emergencies in the future. To achieve this, new safety standards are to be implemented and coordination between all levels of government will be improved.
