Barcelona City Council recorded 242 breaches during inspections of 23 food shops in Gràcia. Eleven businesses were ordered to close temporarily after inspectors found electrical irregularities and pest infestations.

Licensing rules made up the largest share of the findings, with 99 breaches recorded. Inspectors also ordered 11 precautionary closures during the operation in Gràcia.

Barcelona City Council said the joint inspection took place on 29 October at food shops, including self-service shops, supermarkets and greengrocers. Nine premises had electricity fraud or irregularities in their supply; inspectors found pests in three others. The council’s figures do not explain how these findings correspond to the 11 closure orders.

The 242 recorded breaches included 52 related to urban landscape rules, 23 to public health and another 23 to waste management. Inspectors also reported five cases involving use of public space. A further ten concerned labour and Social Security rules, while 15 related to municipal taxes and 15 to state taxes.

First deputy mayor Laia Bonet said these businesses affected neighbourhood life and put pressure on local shops by accumulating violations. She said the city government had suspended licences for new businesses of this type before summer, and that it would continue to take a firm approach because of the effects on coexistence and safety.

The operation brought together Guardia Urbana, municipal inspection services, Agencia de Salud Pública de Barcelona and Inspección de Trabajo de la Generalitat. Instituto Municipal de Hacienda, Agencia Tributaria, Endesa and Policía Nacional also took part, among other bodies. A separate report on rail policy covered another debate involving public institutions.

This was the city’s 17th joint inspection during the current municipal term, under Pla Endreça and the municipal inspection plan. Since November 2023, the council has inspected 682 businesses through these operations, recorded 5,097 breaches and carried out 110 precautionary measures, including seizures and seals. More than 1,200 personnel have taken part across Barcelona’s districts.

Also on 29 October 2026, Barcelona held an extraordinary Local Security Board meeting attended by Mayor Jaume Collboni, Generalitat Interior and Public Security Minister Núria Parlón, Spanish government delegate José Crespín and Barcelona Court of Instance president Cristina Ferrando. The meeting addressed coordination in response to planned violent events.
