The package is part of the Rutas Culturales 2026 program and is marketed as a private alternative to Imserso holidays. In practice, the Madrid offer is a commercial itinerary with set departures and listed inclusions. Imserso is a subsidized national social-tourism program, with trips allocated subject to availability.
Departures from Madrid are scheduled for September 27, October 4 and October 11. Prices vary by date: the earliest trip costs €575, while the October departures cost €560. Each package includes round-trip high-speed train travel in tourist class, transfers and coach excursions, plus accommodation at the three-star Hotel Calas de Liencres or a similar property. Full board covers all meals, water and wine.
What the Package Offers
A dedicated guide accompanies travelers throughout the journey, and the package includes a basic insurance policy. The program also features guided visits. Highlights include a tour of Santander, entry to a traditional anchovy factory in Santoña and admission to the Altamira Museum. The itinerary includes excursions to the Picos de Europa, Potes, Comillas, Santillana del Mar and other locations. Optional activities, including a morning visit to Bárcena Mayor, are available. Services not explicitly listed are excluded from the base price.
Route Details
The journey begins with a high-speed train from Madrid to Torrelavega, followed by a transfer to the hotel in Liencres. Day two is devoted to the Picos de Europa, Santo Toribio de Liébana and Potes, with lunch at a local restaurant. On the third day, guests take a guided tour of Santander before continuing to San Vicente de la Barquera and Comillas. Day four offers a free morning or an optional excursion to Bárcena Mayor. The afternoon is set aside for visits to Liérganes and Puente Viesgo. The fifth day covers Santoña, Laredo, Santillana del Mar and the Altamira Museum. Who Can Book
Eligible travelers must live in Madrid and be at least 55 years old when the trip begins. They must also be able to manage daily activities independently. One adult companion under 55 is allowed, provided they also live in Madrid. Both travelers must be officially registered in the region. Reservations opened on March 3 and must be made in person at an authorized agency. In 2026, 741 establishments across Madrid are participating. Viajes El Corte Inglés is one of the seven approved agencies.
Comparing to Imserso
The El Corte Inglés package costs more than Imserso’s subsidized cultural circuits: €560 compared with €412.51 for a similar six-day trip in October. The Imserso price for that trip drops to €312.51 between November and April. For the 2026-2027 season, Imserso has 879,213 places for 4,602,255 accredited potential participants, or about one place for every five people. Its offer covers coastal holidays and cultural circuits, as well as nature trips and visits to provincial capitals. Departures are scheduled through June 2027.
Age alone does not determine eligibility for Imserso: qualifying groups include residents in Spain who receive a Social Security retirement pension, among other categories. Accreditation does not guarantee a booking. It depends on remaining places and the chosen destination and date. In the Balearic Islands, 85,772 people are accredited for 13,448 places with transport, plus a further 2,952 without transport. Pedro Fiol, president of the Balearic travel-agency association AVIBA, said expectations were being created that ended in disappointment for many. El Confidencial also reported that about 90% of the Balearic offer sold within the first ten minutes, while sales on the islands began three days after those on the mainland.
Imserso prices vary by destination, duration, season and whether transport is included, so they are not directly comparable with this five-night Cantabria tour. La Provincia, for example, reported Canary Islands rates of €378.75 for an eight-day, seven-night stay with transport in the ordinary season, rising to €478.75 during high season. The Madrid package sets out a specific route, hotel and transport arrangement at a privately advertised price. Access to places also differs: Imserso inventory is limited and allocated through its reservation system, while the Cantabria tour is booked through an authorized travel agency.
Travel-sector reports have also described unsold Imserso departures after the initial sales period. They cited additional charges of €100 for second or subsequent trips and high-season supplements of up to €100 as factors affecting demand. Those rules and the limited public allocation shape the wider market in which private itineraries compete.
