In a letter dated 25 September, Energy Commissioner Dan Jorgensen asked ministers from the 27 member states to act early, before markets deteriorate. He said there are no immediate risks to security of supply.
The European Commission wants governments to have measures ready to reduce demand for gas and electricity. The steps would help protect storage levels while international energy markets remain exposed to supply pressure. The request is voluntary, with household costs and heating in public buildings again at the centre of Europe's winter planning.
Reuters described the message as a warning about a price crisis linked to a supply crisis. The agency said the measures should remain available for as long as necessary.
