A new corruption scandal has erupted in Portugal: police have detained the press advisor to Partido Socialista Secretary General José Luís Carneiro — Duarte Moral, as well as his wife, businesswoman Rute Reimão. The operation was carried out as part of a broad investigation into potential abuses in the awarding of municipal contracts to companies connected to party representatives.
Two influential figures are at the center of the investigation: Miguel Coelho, formerly head of the Santa Maria Maior municipality in Lisbon, and Duarte Moral, who works in the national office of Partido Socialista. Investigators are examining whether they used their positions to advance the interests of affiliated companies and individuals in the distribution of municipal contracts where their influence was particularly strong.
As noted by ‘Sábado’, the impetus for the investigation was a 2022 publication about a possible scheme operating in the Santa Maria Maior municipality. At the time, under Coelho’s leadership, former Socialist candidates worked in the administration, while firms from the Mafra district closely tied to the party environment secured contracts. Coelho himself said this was due to trust in the professionalism of his staff and denied any pressure from colleagues.
Duarte Moral, who worked as a journalist before entering politics, was detained along with his wife as part of Operation Imergente. Police are investigating the activities of Diálogo Emergente, a consulting company he founded in 2021, as well as Cidade Etérea, owned by Ruth Reimão. The investigation is focused on whether direct contracts totaling 72,000 euros were awarded for cultural projects in the municipality of Santa Maria Maior, where Reimão has served as an advisor since 2014.
Miguel Coelho, formerly a Partido Socialista deputy, spent most of his career in Lisbon's municipal politics. He left his post as head of the municipality in 2025 after serving all possible terms. In an interview with 'Sábado', Coelho confirmed his friendship with Moral but emphasized that he did not receive any instructions regarding the hiring of Reimão.
Around 400 inspectors are involved in Operation Imergente. Police are carrying out searches and analyzing documents to determine whether there were any violations in the allocation of municipal funds. Such investigations have attracted public attention in Portugal and Spain on several occasions.
