Morocco used the 81st session of the United Nations General Assembly to present Western Sahara as a dispute heading towards an irreversible settlement. Foreign Minister Nasser Bourita put autonomy under Moroccan sovereignty at the centre of that case. He did not mention Ceuta or the migration crisis with Spain.
The timing gave the speech a sharper political edge. Hours earlier, Pedro Sánchez had told CNN in an interview from New York that Morocco's border control system had failed during the mass entry into Spain. The Spanish prime minister said Madrid had asked Rabat for answers and action. He also called for steps to prevent a repeat.
