
Catalonia has launched one of the most significant reforms in recent years: the government led by Salvador Illa has announced a sweeping overhaul of hiring and promotion procedures within public institutions. The new rules aim to make recruitment and appointment processes much faster and more transparent.
Authorities claim the path from winning a competition to securing a permanent administrative position will now be nearly two-thirds shorter. Previously, candidates had to wait up to two years after passing all selection stages before starting work—now, this timeframe is reduced to ten months. For current civil servants wishing to change roles or seek promotion, the process will also be easier: instead of waiting a year, six months will suffice.
New standards for the civil service
The reform affects not only external candidates, but also those already working in the system. Authorities note the changes will impact every stage—from submitting applications to final appointments. Document review periods will be shortened, merit checks simplified, and some bureaucratic procedures eliminated altogether.
Specifically, for those entering the civil service for the first time, the period between successfully passing the exams and starting work will now be no more than ten months. For employees seeking a transfer or promotion, this period is being reduced from twelve to six months. According to government representatives, these measures will allow for a quicker response to staffing needs and improve the efficiency of public administration.
Changes in structure and approach
Other innovations include eliminating the requirement for mandatory prior appointments when contacting government agencies, and moving toward more open competitions for leadership positions. This should make the process of appointing candidates to key posts more transparent and competitive.
Alongside the reform of staff procedures, the government has approved a preliminary plan to update the School of Public Administration (Escola d’Administració Pública). Authorities expect that this move will not only accelerate processes but also improve the quality of training for future civil servants. According to officials, the school’s mission is to serve as a platform for discussing and implementing best practices in management.
Budgetary challenges and political nuances
Despite an active push for reforms, the government is struggling to coordinate the budget. Negotiations with other political forces have yet to begin, raising the risk that the region may once again have to operate under extended financial plans. The budget approval process takes at least forty days, which could delay the adoption of new measures.
Nevertheless, government representatives emphasize their commitment to establishing new financial conditions and continuing the drive to modernize the management system. Authorities assure that speeding up staffing procedures will not affect the quality of candidate selection and will enable a quicker response to current challenges.
