Catalonia at Risk of Transport Crisis Amid Investment Shortfall

What’s behind Catalonia’s urgent need for infrastructure upgrades

Catalonia is facing a severe infrastructure investment deficit. Experts warn of a potential transport standstill. A new study identifies key projects in urgent need of funding.

In the coming years, Catalonia could face near gridlock in its transport system unless urgent measures are taken to modernize key infrastructure. According to El Pais, the region needs a large-scale overhaul of its roads, railways, airports, and water systems to avoid major disruptions in transport and supply chains.

Experts from La Cambra de Comerç de Barcelona estimate that €53.8 billion must be invested by 2043 to eliminate the investment gap. Special focus is on the period up to 2030: projects worth €14.5 billion need to be implemented within this timeframe to prevent the situation from worsening. Otherwise, analysts warn, the region could face consequences affecting the economy, mobility, and the quality of life for millions of residents.

Critical priorities

The ‘Proyectos estratégicos para Cataluña’ report identifies seven priority areas, including the expansion of Barcelona Airport, improved rail links with the Girona and Reus airports, and construction of the new B-40 motorway. It also proposes upgrading access to key motorways AP-7 and AP-2 to ease pressure on the existing road network.

In public transport, a key focus is implementing the Rodalies de Cataluña plan for 2020–2030 and increasing bus services by 50%. The report also stresses the need to establish an international rail corridor for freight and to accelerate construction of new access routes to the ports of Tarragona and Barcelona.

Water and energy challenges

Developing infrastructure to ensure water supply is no less important. The report notes that the inland basins of Catalonia require an additional 280 cubic hectometres of resources, especially for the Barcelona metropolitan area, home to about 5 million people. This would help reduce the risk of water supply disruptions and strengthen the region’s resilience to drought.

At the same time, experts emphasize the need to invest in energy infrastructure to support the shift to greener energy sources and ensure a stable supply amid rising demand.

Funding and the role of the government

According to experts, achieving these goals will require increasing investments by €2.9 billion annually. Of this, 77% should come from the state budget. Analysis by russpain.com highlights that in recent years, the average execution level of state investments in the region has not exceeded 41%, compounding the issue of chronic underfunding.

The allocation of funds and oversight of their use is becoming crucial for the successful implementation of planned projects. As El Pais notes, without a systematic approach and clear coordination between different levels of government, the region will struggle to overcome accumulated challenges.

Context and examples

In recent years, Catalonia has already carried out large-scale projects aimed at developing its infrastructure. For example, the recent expansion of DFactory in Barcelona, which was featured in a report about new jobs and €50 million in investment, demonstrated how significant investments can reshape the region’s economic landscape. However, despite some individual successes, overall infrastructure development remains insufficient to meet the needs of a growing population and business sector.

Other regions in Spain face similar issues: underinvestment in transport and utilities leads to delays, overload, and declining service quality. In recent years, authorities in Madrid and Valencia have had to revise their development plans to avoid similar crises. As competition for resources and investor attention intensifies between regions, timely infrastructure upgrades are becoming one of the main factors for sustainable growth and attracting new projects.
