The Spanish state-owned company SEPES, responsible for managing land resources, has announced the award of a major contract worth over 1.4 million euros to the consulting firm EY Transforma. Over the next four years, this company will be tasked with creating and maintaining an integrated digital platform to manage the affordable housing rental program. The decision was made at a meeting of the SEPES board of directors, which is overseen by the Ministry of Housing and Urban Agenda.
The contract covers not only the development and implementation of the new system, but also its ongoing maintenance and user support. EY Transforma will optimize all processes related to managing the government’s affordable housing stock. The digitalization is expected to speed up application processing, increase transparency, and make interactions with citizens as convenient as possible.
As part of the project, a dedicated portal will be created for citizens, where anyone can learn about program requirements, browse available apartments, submit an application, and track its status. Once moved in, tenants will be able to use the platform to sign contracts, submit inquiries, and resolve issues directly with the administration.
A new era of digital management
The implementation of an integrated management system (SIG) is set to completely transform the administration of the state housing stock. In addition to automating routine operations, the system will feature a CRM module, which will foster efficient communication among all parties involved—from applicants to SEPES employees.
According to ministry representatives, automation will not only boost internal efficiency but also significantly improve user experience. Citizens can expect faster responses and greater transparency, while the government will benefit from reduced bureaucratic costs and minimized errors.
A key element of the project will be ongoing support and development of the system throughout the entire contract period. EY Transforma is committed not only to deploying the platform, but also to ensuring its smooth operation and responding promptly to legislative changes and user needs.
SEPES Plans: From Land to Keys
SEPES sees this initiative as part of a broader strategy to create the country’s largest public affordable housing fund. The company aims to oversee the entire process—from land preparation and urbanization to construction, handing over the keys, and ongoing property management.
In the coming years, SEPES plans to significantly ramp up the construction and rental of new apartments to make housing accessible to as many citizens as possible. The rollout of digital tools is expected to be a key driver of this ambitious program’s success.
The company emphasizes that the new system will not only simplify life for tenants but also strengthen oversight of public property use. This, in turn, should reduce the risk of misuse and bolster trust in government housing initiatives.
Technology for the people
The use of modern IT solutions in managing socially significant programs is becoming increasingly relevant for Spain. With demand for affordable housing on the rise and resources limited, digitizing processes is seen as the only way to ensure transparency and efficiency.
Experts note that such projects require not only technical expertise but also a deep understanding of the housing sector’s specifics. That is why choosing a major international consulting firm seems like a logical step for SEPES.
However, not all market participants are confident that the rollout of the new system will be smooth. Some fear that digitalization could result in temporary disruptions and make accessing services harder for the least prepared citizens. SEPES, however, assures that training programs and user support will be provided at every stage.
