Parents protest regional decree: Will they be able to keep iPad learning in schools?

Madrid authorities call for schools to abandon tablets. Parents from Fuenlabrada have filed a lawsuit. Their iPad project is now under threat.

A dispute is brewing in Spain’s capital region over the use of digital technologies in education. At the center of the debate is the public school CEIP Fregacedos, located in Fuenlabrada. Here, parents and the school administration have chosen not to accept the new regional government regulation, which requires the discontinuation of individual use of electronic devices in elementary classes.

The heart of the conflict lies in the desire to preserve a unique educational model, which uses iPads for every student from first grade. Families, backed by the parents’ association, believe that this approach allows children to learn the curriculum through modern methods, rather than relying solely on traditional paper textbooks. For many parents, this is not just a matter of convenience, but a fundamental issue: they insist on their right to choose how their children will be educated.

In response to the authorities’ demand to stop using tablets starting from the 2025-2026 academic year, the school and parent committee representatives have taken the matter to court. They argue that their project deserves an exemption from the general rule, as it had been introduced long before the new restrictions. With support from city authorities and specialized federations, the dispute has moved to the judicial arena.

Arguments from both sides and possible consequences

Regional authorities justify their decision by citing concerns for children’s health and development, as well as the desire to return to traditional teaching methods. However, the document does not take into account the specifics of schools where digital technologies have become an integral part of the educational process. Parents and teachers at CEIP Fregacedos believe that such projects not only do no harm, but actually help children develop essential skills needed in the modern world.

Interestingly, the new rules apply only to public educational institutions. Private schools, even if they use similar methods, are not affected by the decree. This raises questions among parents and experts: if the issue is truly about health, why aren’t the restrictions implemented across the board?

The temporary reprieve for existing digital programs will last until August 2026. During this time, the school and parents hope to gain official recognition of their model and obtain permission to continue using tablets. Otherwise, they will have to completely overhaul the teaching process, which could negatively affect both the quality of education and student motivation.

Legal actions and public response

CEIP Fregacedos is not the only one choosing to defend its interests in court. Other organizations, including associations of religious schools, have joined the process. Madrid authorities confirm that, so far, only two lawsuits on this issue have been filed, but the situation may continue to develop.

Public opinion is divided over the ban on electronic devices in schools. Some support a return to traditional methods, while others believe digital technologies are an integral part of modern education. Whatever the outcome of legal proceedings, this case has already set a precedent for the region’s entire education system.
