
Transfer of sites for new projects
The Spanish government has decided to transfer land formerly owned by the Ministry of the Interior to the state company Sepes. These are sites of former penitentiary institutions, which will now be used for the construction of 1,332 regulated-price housing units. The list includes eight cities: Madrid, Sevilla, Córdoba, Dénia, Huesca, Zaragoza, Segovia, and Burgos.
Major development sites and construction plans
Among the most prominent locations is the site of the former Carabanchel prison in Madrid, where about 508 apartments are planned to be built on 27,000 square meters. The project also includes sites such as the former La Ranilla prison in Sevilla, the old penitentiary in Córdoba, former railway workers’ homes in Dénia (Alicante), as well as prisons in Huesca, Zaragoza (Torrero), Segovia, and Briviesca (Burgos).
Funding and social focus
The total value of the transferred land is estimated at 78 million euros. However, as with Sareb assets, the Ministry of the Interior will not pay for these sites directly. To implement the affordable housing development program, the Council of Ministers approved allocating an additional 260 million euros to Sepes. The new housing complexes will be located in central urban areas, which authorities believe will help revitalize city environments and strengthen social cohesion.
Expansion of public housing policy
This move builds on ongoing efforts to convert military facilities into residential neighborhoods. Under the new policy, 17 former military barracks have been added to the project, along with assets from Sareb, which include around 40,000 apartments and 2,400 land plots. According to Minister for Housing and Urban Agenda Isabel Rodríguez, transforming Sepes into a modern state institution will help speed up the provision of housing for citizens, regardless of their income or social status.
