A major political crisis is unfolding in Andalusia. The investigation into the procurement of medical masks in the province of Almería has expanded beyond the original accusations, now reaching into the sphere of government contracts. The recent arrests of former provincial administration head Javier Aureliano García and his close associates have dealt a blow to the reputation of the region’s ruling party. The operation, carried out by the Civil Guard, has cast doubt on claims of transparency and anti-corruption efforts recently championed by regional president Juanma Moreno.

The situation has become further complicated as the investigation now covers not only the purchase of medical supplies, but also construction contracts signed by both the provincial administration and the municipality of Fines, where the mayor was also detained. The court in Almería has authorized expanded investigative actions to determine whether suspicious schemes extended into other sectors.

Leadership Response and Attempts to Contain the Crisis

The party leadership in Andalusia responded to the scandal with maximum speed. On the very day García was detained, the party committee suspended his membership, and key regional figures rushed to Almería: former city mayor and current agriculture minister Ramón Fernández-Pacheco, as well as the party’s secretary general Antonio Repullo. Their mission is to limit the damage and restore trust in the party in one of its main electoral strongholds.

It is especially important that Almería has traditionally delivered some of the party’s best election results, second only to Malaga. Now, amid the scandal, the party’s position may be at risk—particularly given the growing popularity of its rivals.

Internal disputes and the shadow of former leaders

Debate continues within the party about the extent to which the current crisis is tied to the legacy of past leadership. Before García, the provincial branch was headed by Gabriel Amat, mayor of Roquetas de Mar, who has repeatedly been the subject of judicial investigations over the years, but always emerged unscathed. Nevertheless, his presence at recent party leadership meetings has served as a reminder of longstanding suspicions and unresolved issues.

At the same time, many in the party are trying to distance themselves from Amat, emphasizing that the current investigation concerns only recent events. However, for voters, such explanations may seem unconvincing, especially against the backdrop of constant reports of corruption.

Vox on the Rise: Political Risks for the PP

The main threat to the ruling party right now isn’t so much opposition from the Socialists, but rather the growing popularity of Vox. In Almería, where the right traditionally holds strong, Vox is emerging as the main beneficiary of the scandal. Their representatives have already announced their intention to take part in the legal proceedings, while in the Andalusian parliament, there are calls for equal treatment of corruption cases regardless of party affiliation.

The recent failure of healthcare initiatives and a new corruption scandal are fueling discontent among voters. Polls show that many are disappointed and ready to support an alternative, especially if current leaders fail to resolve the issues swiftly and convincingly.

Pre-Election Challenges and an Uncertain Future

Andalusia faces a series of upcoming elections, each new scandal potentially shifting the balance of power. Concerns are growing within the party that Vox could seize the moment to strengthen its position, especially in regions where the right has traditionally been strong. At the same time, the weakness of the Socialists in eastern Andalusia is only intensifying the competition between the PP and Vox.

The regional government strives to project an image of stability and effective management, yet a series of crises—from failed healthcare programs to corruption investigations—has undermined its reputation. Ahead lies a tough battle for voters’ trust, with not only the political future of individual leaders at stake, but the balance of power in one of Spain’s key regions.
