Más Madrid to contest closure of corruption case against Ayuso ally

Madrid court dismisses potential corruption case against official

Court ruling on Madrid contract case sparks controversy. The decision drew strong criticism from the opposition and could impact the region’s political climate. Authorities are preparing for further legal proceedings.

The court’s decision in the potential corruption case involving the Arroyomolinos municipality drew significant attention in Madrid and across Spain. The judge closed the investigation into Ana Millán, the third-ranking official on the Madrid president’s team, sparking a strong reaction among politicians and the public. Questions about the transparency of public contract disbursement and the impact of personal connections on government decisions have once again come to the fore.

According to El Pais, the Más Madrid group has already announced plans to appeal the court’s decision. Party representative Manuela Bergerot stressed that, despite the court finding no criminal offense, the party sees the situation as unacceptable. At the heart of the dispute are contracts worth €650,000 allegedly awarded to a businessman who paid for the official’s housing. This episode dates back to 2016, when former Arroyomolinos mayor Carlos Ruipérez first raised concerns about a possible conflict of interest between Millán and Neverland Eventos.

Court’s arguments

In her ruling, Judge Marta Hernández noted that the analysis carried out by the Civil Guard’s Central Operational Unit (UCO) did not reveal any irregularities or abuses by Millán in the awarding of contracts from 2006 to 2011. The only indirect evidence came from a former municipal staff member, who indicated that Millán had a special relationship with one of the companies. However, the court found this insufficient grounds to proceed with the case.

The prosecutor supported the decision to close the investigation, resulting in the cancellation of witness interviews scheduled for June 2026, including Milan’s husband and a former municipal employee. Madrid President Ayuso (Isabel Díaz Ayuso) publicly expressed satisfaction with the court’s decision, noting that her ally had faced years of pressure and accusations from political opponents.

Reaction and consequences

Despite the case being closed, the opposition does not intend to back down. Más Madrid insists that further investigation is needed, arguing that the circumstances of the contracts and possible personal gain by the official deserve closer scrutiny. The party believes Milan should testify in court, not just as part of an internal probe.

This same case also examined other episodes related to possible employment of Milan’s relatives in the municipality. Investigators looked into whether she had influenced the hiring of her sister and partner over different years. However, in these instances as well, the court found no evidence of wrongdoing.

Context and comparisons

The case involving Ana Milan recalls other high-profile corruption cases in Spain in recent years. For example, the investigation into the former head of Almería, where suspicious banking transactions and cash mortgage payments drew the attention of investigators, also sparked significant public interest. More details on this investigation can be found in the article about similar corruption schemes in Almeria.

As El Pais notes, such cases raise questions about the transparency of municipal authorities and the need for stricter oversight of public fund distribution. In recent years, Spain has seen an increase in corruption investigations leading to revised procedures and tighter legislation. However, not all these cases end with convictions—courts often find insufficient evidence to proceed.

The surge of interest in municipal corruption is linked to growing public demand for honesty and government transparency. Each new case sparks discussion of reforms and higher standards for officials. Still, as practice shows, achieving real change is not always possible, and political disputes about these cases often continue for years.
