
Vox Initiative: New Rules for Foreign Property Buyers
At the beginning of 2025, the Vox party introduced a bill in Congress aimed at increasing the tax burden on foreigners purchasing real estate in Spain. According to its authors, the additional budget revenues are intended to provide tax breaks and subsidies for Spanish citizens, as well as support affordable housing programs. Party representatives say this step is necessary to stabilize the market and ensure Spaniards get priority access to homes.
Housing Affordability Issues for Youth and Families
In recent years, access to property ownership for young people and families in Spain has become significantly more difficult. Vox points out that over the past two decades, the share of young homeowners has almost halved. At the same time, the share of transactions involving foreign buyers has risen to nearly 20%. The party argues this trend is pushing locals out of the market and driving up property prices, which is felt acutely in major cities and popular tourist regions.
Comprehensive Support Measures for Spaniards
As part of the proposed initiative, Vox suggests not only raising taxes for foreigners, but also exempting Spanish citizens from several taxes when buying or reinvesting in their primary residence. Until a complete repeal of these levies is enacted, the party proposes allowing a payment deferral of up to 15 years without interest. According to Vox, this approach would enable more Spaniards to become homeowners and ease the financial burden on families.
Abolition of inheritance and gift tax
Another key point of the initiative is the abolition of inheritance and gift taxes throughout Spain, especially in cases where the transferred property serves as the family’s main home. The party emphasizes that this measure would help families retain their homes and prevent forced property sales due to tax obligations.
