In Lorca (Region of Murcia), authorities have introduced strict measures to maintain the city's aesthetics: now, hanging laundry on balconies or storing mattresses or gas cylinders in plain view can result in a fine of up to €1,500. The decision was made at a municipal council meeting, where the PP and VOX coalition approved changes to the "Ordenanza Municipal sobre Protección de la Convivencia Ciudadana y Prevención de Actuaciones Antisociales," which has been in effect since 2010. The new rules aim to protect the external appearance of buildings and streets visible from public spaces.

What is prohibited

According to the updated regulation, not only is it forbidden to hang clothes on balcony railings and windowsills, but also to store any items on balconies that are not related to their intended use: mattresses, beds, gas cylinders. It is also prohibited to leave signs, awnings, and boards from closed businesses. Such violations are subject to fines ranging from €151 to €750. More serious violations — for example, installing permanent drying racks on main facades if they are not hidden by special structures, or placing faulty air conditioners and exhaust systems in visible locations — can result in fines of €751 to €1,500.

Deadlines and consequences

Residents of Lorca have been given about a month to bring the facades of their homes into compliance with new requirements. According to Mayor Fulgencio Gil (PP), the tightening of regulations is due to numerous complaints about the deteriorating appearance of neighborhoods and the city center. Authorities emphasize that cleanliness and order in the streets are important not only for residents' comfort, but also for Lorca's appeal as a tourist destination and for the development of local commerce.

The previous municipal regulation already provided for measures against vandalism and the careless treatment of urban space; however, it has now been adapted to new citizen demands and the city's 'modernization' process. The decision was passed by majority vote: the PP and VOX supported the changes, while representatives of IU-Verdes and PSOE abstained. Such measures to maintain order on the streets and facades are becoming increasingly common in Spanish cities, where appearance is considered part of urban identity.
