Valdecarros has reserved 142,000 square metres of land for a retail centre with 72,000 square metres of commercial space. The project is assigned to phase four of the Madrid development, planned to contain 51,000 homes.

Valdecarros’ first phase is planned to contain 13,371 homes, out of more than 51,000 across the development. The wider scheme covers about 19 million square metres in Madrid’s southeast and forms part of a regional expansion expected to deliver around 220,000 homes by 2045. ABC reported on 29 October 2026 that construction of the first approximately 13,300 homes was expected to begin in early 2027. The major retail centre is planned for a later stage.

The centre is allocated 142,000 square metres of land and is expected to provide 72,000 square metres of commercial space. It is planned near kilometre 11 of the A-3. Construction is assigned to phase four, when the neighbourhood is further advanced and the site can attract large operators.

Valdecarros has set aside 21 hectares for commercial use, with room for up to three complexes. A separate project is planned on a 20,000-square-metre plot sold to Alerce Iberian Properties in early 2025. The site, on the extension of Avenida de la Gavia, has up to 31,000 square metres of buildable area. Some residential plots in stages two and three are near the planned Alerce retail project.

The Junta de Compensación had expected to restart marketing the larger retail site after approval of the reparceling project. Madrid City Council’s governing board approved the project on 24 September, but available information does not confirm that marketing has resumed. Separately, six plots in stages two and three, with a combined buildability of about 36,000 square metres and capacity for roughly 380 affordable-rental homes, were scheduled for three electronic auctions on 17 and 18 November 2026. The reported starting price was €740 per square metre. The council has also featured in a separate dispute over official tributes, covered in a report on the issue.

Urbanisation and building work on the first phase began in early October. Across the development, plans include more than 110,000 trees across 40% of the area, as well as 127 kilometres of cycle lanes and pedestrian paths. The scheme sets aside 69 hectares for industrial use. It also includes a hospital and two office towers of up to 44 floors. Around 55% of Valdecarros’ planned homes are designated as protected housing.

Spain’s electricity planning for the period through 2030 was revised to include the power needs of more than 100,000 homes across the southeastern developments of Valdecarros and Los Ahijones, as well as Los Berrocales. It also covers Madrid Nuevo Norte, after these developments were absent from the initial draft. The regional government said the inclusion provides planning recognition, while the grid infrastructure needed to deliver physical supply still has to be built.

The development is projected to involve investment of more than €8 billion and generate up to 480,000 direct and indirect jobs. Plans also include an electric bus line. Valdecarros already has a station on Metro line 1.
