Vietnam and Singapore have agreed to fast-track the integration of their national digital identification systems, VNeID and Singpass, advancing regional digital cooperation. The talks took place in Hanoi, where Prime Minister Le Minh Hung hosted Singapore’s ambassador, Rajpal Singh. Vietnam’s plan to connect VNeID with Singpass and Laos’s LAeID is set out in Decision No. 1830/QĐ-TTg, issued on September 22, 2026. The decision sets a target of completing trial connectivity before November 15, 2026, as part of efforts to simplify administrative and immigration procedures and deepen digital cooperation within ASEAN.
The planned connection is an interoperability test between existing national identity systems, not the launch of a new shared platform. Singapore’s Singpass has operated since 2003; connecting it with VNeID requires the systems to handle identity verification and data exchange across different technical architectures and legal frameworks. AI expert Lê Anh Đức, vice-chairman and head of the Science and Technology Committee of the Vietnamese Community Liaison Committee in Singapore, said the countries need to “solve differences in data structures, build information-mapping standards and ensure stable connection capability.” He also identified privacy and information security, along with identity-fraud prevention and protection against cyberattacks, as basic considerations. The trial is intended to test technical and legal solutions before any broader deployment.
Le Minh Hung congratulated Rajpal Singh on his appointment and stressed the importance of deepening the comprehensive strategic partnership. He called on Singapore to prioritize modernization of the Vietnam-Singapore Industrial Park (VSIP) network, with a target of reaching 30 parks by 2026. Trade and investment remain central to the economic relationship, and both governments are committed to creating favorable conditions for business.
Le Minh Hung also stressed the need for the two countries to coordinate closely on regional issues, including maintaining ASEAN’s central role and supporting a unified stance on the South China Sea. He urged Singapore to back effective negotiations on a code of conduct in the disputed waters, in line with international law and the 1982 United Nations Convention on the Law of the Sea.
Rajpal Singh welcomed the Vietnamese government’s priorities and expressed Singapore’s interest in expanding imports of environmentally friendly agricultural and aquaculture products from Vietnam. He emphasized economic connectivity and encouraged Singaporean companies to keep investing in Vietnam. Singh also reaffirmed Singapore’s commitment to implementing the joint statement by the two countries’ economic ministers on strengthening supply chain ability to recover and advancing cooperation in education, science and technology, as well as new idea.
The proposed connection between VNeID and Singpass could help lay the foundation for a bilateral digital corridor covering trade and investment, as well as services, tourism and finance. These remain prospective areas of cooperation: the immediate task is to test whether identity attributes can be mapped reliably and exchanged with appropriate safeguards. The initiative also has a wider ASEAN dimension through the planned connection involving Laos’s LAeID.
Both sides agreed to work together to organize the first strategic dialogue between Vietnam and Singapore and prepare for major events in 2027, when Singapore will chair ASEAN and Vietnam will host the APEC summit. The ambassador highlighted ongoing efforts to support human resource development through bilateral agreements, reflecting broader regional collaboration.
Regional security and cooperation remain high on the agenda for Southeast Asian nations. Recent events, including heightened tensions in Ceuta and the response of Spanish authorities, as reported in coverage of border security challenges in Spain, show the importance of coordinated approaches to cross-border issues and strong diplomatic ties.
Vietnam and Singapore’s digital ID initiative comes as digital change accelerates across Asia. VNeID and Singpass are intended to support government services and secure identity verification; cross-border use will depend on technical compatibility, legal arrangements and safeguards for personal data. The pilot, targeted for completion before November 15, 2026, will test those requirements and could offer a model for wider ASEAN digital cooperation.
