The Extremadura government’s decision to hand over management of the regional institutions’ corporate network to Telefónica could reshape the region’s approach to digital services. This move highlights the growing reliance of public institutions on major tech companies and emphasizes the importance of provider choice for the stability and security of digital infrastructure.

The largest contract of the year

According to El Confidencial, the tender for the maintenance of Extremadura’s telecommunications infrastructure has become one of the largest in recent years. After reviewing the bids, the procurement commission recommended entering into an agreement with Telefónica Soluciones, partnering with Telefónica de España and Telefónica Móviles España. The company secured four main lots, covering data transmission, fixed and mobile communications, as well as fiber-optic lines and medical services.

The total contract value, excluding taxes, was 96.4 million euros, rising to almost 117 million when all charges are included. According to the commission’s estimates, the final amount could reach up to 140 million if additional options are used. Regional authorities expect that the upgraded network will increase the reliability of government operations and simplify citizens’ access to digital services.

Role distribution

The second most significant participant in the tender, Orange, was awarded the fifth lot, which involves backup data transmission channels. Although the French company’s technical proposal scored fewer points, it was entrusted with providing backup lines worth 3.4 million euros. This choice is explained by Telefónica’s strategy of focusing on integrating core services, leaving the backup solutions to a competitor.

The situation regarding the sixth lot, related to the management of communication services, remains uncertain. The proposal from the Ayesa-Ibermática consortium raised concerns among the commission due to its suspiciously low price. The company was asked to justify the cost before a final decision is made.

Impact on the region

Transferring control of the corporate network to a major operator means that over the next four years, Telefónica will be responsible for communications between ministries, hospitals, and administrative centers. This decision comes amid growing digitalization and the need to protect data from cyber threats. Authorities emphasize that upgrading infrastructure will increase the speed and reliability of public services.

Experts note that such contracts are becoming increasingly important for regions undergoing rapid digital transformation. As electronic services become the foundation of citizen-state interaction, the stability and security of networks take on particular significance.

Context and trends

In recent years, Spain has seen an increase in major tenders for the maintenance of public networks. For example, in Andalusia, a similar contract was recently signed with Telefónica for more than 150 million euros, marking the largest deal for the company in Europe in recent years. Such agreements enable regions to accelerate the implementation of new technologies and ensure the uninterrupted operation of critical services.

At the same time, competition among leading operators is intensifying, leading to new offers and lower prices. However, cases where company bids raise suspicions due to extremely low costs are becoming increasingly common. This compels procurement committees to pay closer attention to risk assessments and the validity of the proposed terms.
