In January 2022, Isabel Díaz Ayuso, head of the Madrid government, came under scrutiny over a dinner with Fernando Camino, one of the executives of the Quirón group. The event took place amid major changes in the region’s debt management, raising questions about the boundaries between personal and business interests.

Private dinner in León

On the evening of January 15, 2022, a small bar in central León was completely closed off for a private dinner. The meeting was organized by Fernando Camino, a top manager at Quirónsalud and head of Quirónprevención. Among the guests were Ayuso herself, Camino’s wife, several friends, and members of the president’s team. According to El Pais, Camino personally arranged with the bar owner to ensure privacy and avoid unwanted attention. Ayuso’s partner, entrepreneur Alberto González Amador, was not present that night, although he had longstanding business ties with Camino.

Initially, Ayuso’s representatives denied the very fact of the meeting, despite confirmations from several sources and a photo taken at the bar entrance. Later, when asked again, they did not refute the dinner but withheld details about the nature of the relationship between Ayuso and Camino. In response to a question about their friendship, one source simply stated that they know each other, but nothing more.

Financial decisions and management changes

The meeting took place six months before Madrid’s main financial controller was replaced. By the end of 2022, the region’s debt to Quirón had been reduced by almost half—from €1.39 billion to €455 million. Ayuso repeatedly stressed she had no connection to the contracts between Amador and Quirón, but her public statements in support of the group and the rapid repayment of debts attracted attention from observers. As El Pais notes, the change in financial leadership coincided with faster payments to Quirón.

Camino, who declined to comment to the press, holds a key seat on the Quirónsalud board and leads the division responsible for medical checkups and occupational safety. This department generates a significant share of the company’s revenue, while the consulting firm Amador earns most of its income through contracts with Camino’s division.

Suspicions and new investigations

Shortly after the dinner in León, media and law enforcement shifted their focus to possible financial violations. In March 2024, authorities launched an investigation into Amador over suspected tax evasion amounting to more than €350,000. Later, prosecutors began looking into Camino, who is suspected of accepting a €500,000 bribe from Amador. The investigation is ongoing, and Camino’s wife, pharmacist Gloria Carrasco, is being considered as a possible intermediary.

The Quirón Group works closely with the Madrid government, managing several major hospitals and receiving hundreds of millions of euros annually through public contracts. Before Ayuso became president, payments on these contracts were often delayed due to complex verification procedures. After the change in financial oversight leadership, payments sped up, which coincided with changes in Ayuso’s inner circle.

Evening details and participants’ reactions

According to staff at Entrepeñas bar, where the dinner took place, Camino was a regular customer and personally organized the gathering. Initially, only light snacks were planned, but in the end, hot dishes from a neighboring restaurant were ordered for the guests. The evening lasted almost until midnight, and after dinner Ayuso posed for photos with the staff. The next day, a picture of the president at the bar’s entrance appeared on Instagram. However, the owner at first denied the dinner had taken place, then said he may have just posed for a photo with a well-known guest.

Shortly after, Ayuso met with musician Manuel Quijano, and local media noted that León is one of her favorite cities. Despite this, there have been no further public visits from the president to León. In recent years, Camino has become increasingly significant in judicial and media investigations, and his links to Ayuso’s circle continue to draw attention.
