How Much Money Will the Catalan Government Have Without a New Budget

Why Catalonia's financial policies are once again in doubt

Catalonia has approved a record lending package instead of a budget. Salaries will be paid, but new projects are on hold. Authorities are seeking a compromise with ERC to avoid a financial deadlock.

Catalonia has approved an emergency financial package of nearly 6 billion euros to prevent disruptions in the operation of government bodies. This move became necessary after the budget proposal was withdrawn from parliament to allow negotiations with ERC to continue. For residents, this guarantees salary payments and support for existing programs, but puts any new initiatives at risk.

As El Pais reports, the original plan was to increase the Catalan government’s spending to a record 49 billion euros. However, almost two-thirds of that amount has already been allocated through approved credit supplements. The remaining funds, which could potentially be negotiated with ERC, are in reality almost entirely committed — some are earmarked for targeted funds, while others have already been promised to other political forces and social partners. According to government estimates, only about 800–1000 million euros are realistically available for discussion, and this figure may change depending on the outcome of negotiations.

Salaries and obligations

Concerns over payment of salaries to public sector employees intensified after Catalonia’s Minister of Economy and Finance stated that without a budget, cash flow gaps could appear as early as spring. However, current legislation requires that salary and debt service payments be prioritized. The approved credit package allocates more than 3.4 billion euros for these purposes, eliminating the risk of delays for public sector workers.

In addition to salaries, funding for all existing programs has been maintained, with spending on these initiatives having increased. These include support for renters, measures to develop public transport, mental health projects, healthcare services, medicine procurement, addiction support, and transport subsidies. All these areas will continue operating at their previous capacity, despite the absence of an approved budget.

Limitations and risks

Nevertheless, the government’s ability to maneuver is nearly exhausted. Authorities emphasize that the approved credit package is the largest possible, and it will not be possible to repeat such an operation. If no compromise on the budget is reached, about 1.5 billion euros will remain unused and new projects will be blocked.

In particular, the second phase of the urban renewal program, previously agreed upon with Comunes, will not be launched. Additional funding for the Catalonia tax agency is also in doubt. New investments and initiatives not included in existing programs are being postponed indefinitely.

Agreements with trade unions

Despite the difficult situation, the Catalan government will be able to fulfill its commitments to raise salaries for teachers and police officers (mossos). However, expanding staff or launching new recruitment drives will not be possible until a budget is approved, as such steps require separate funding which is currently unavailable.

According to El Pais, the current situation mirrors similar crises of previous years, when the lack of an approved budget led to the freezing of new projects and forced funds to be reallocated. In 2023, a comparable scenario had already caused delays in carrying out infrastructure programs and providing social support. The Catalan authorities now have to strike a balance between fulfilling their obligations and the need to negotiate with political opponents in order to prevent financial paralysis.

In recent years, Spain and other regions have repeatedly faced situations where the absence of a budget forced governments to resort to temporary financial solutions. This was usually accompanied by a reduction in new investments and growing tensions among political forces. In 2024, similar problems were seen in Madrid and Valencia, where temporary measures allowed only for maintaining current expenses and not launching new projects. Such crises often lead to a reassessment of priorities and the search for new forms of political agreements.
