
In recent days, residents of Logroño have faced an unexpected problem: postal notifications from the city administration have stopped arriving. No fines, no bills, no official letters—the mailboxes are empty. The reason is simple: Correos, the national postal operator, has refused to deliver the city hall’s correspondence due to accumulated debts.
Letters and notifications that were meant for residents are now left unclaimed at post offices. The situation affects not only local citizens, but also the functioning of the municipal government. It’s not just about parking fines or taxes, but important legal notices that can impact citizens’ rights and obligations.
Contract history
The problem dates back to 2019, when the latest contract between the city hall and Correos was signed. The agreement provided for a two-year term with the possibility to extend for another three years. As a result, the contract remained in force until the end of February 2025. However, by the time it expired, the parties were unable to agree on new terms.
A day before the contract ended, city officials acknowledged they were unable to select a new service provider. An internal municipal report warned of serious consequences for the city’s operations if postal services were halted. Authorities tried to negotiate a temporary extension of the existing terms until November 2025 to prevent a disruption in mailings.
Delays and debts
Despite efforts to resolve the issue, over the past five months the city hall has not paid Correos’ invoices. The postal service, having not received payment, suspended mail delivery. Representatives from the UGT union note that such payment delays have happened before, but this time the situation has gone too far.
In September, the city administration launched a new tender for postal services, but a month later the process was halted due to an error in the evaluation criteria. Since then, no new steps have been taken to select a contractor, and the debt to Correos has only continued to grow.
Response from the parties
City hall acknowledges the debt to the postal service but explains the delay as being due to the annual budget adjustment. Officials say they are taking steps to resolve the issue quickly and restore mail delivery. However, union representatives argue that the problem is systemic and has dragged on since the summer.
There is particular concern over the fact that the administration notified employees in advance about the suspension of postal services and recommended that they not process documents requiring dispatch. The unions call the situation unacceptable, pointing out that this is a basic service essential for the normal functioning of city life.

Ordinary residents of Logroño have become hostages to administrative disagreements. Many are unable to receive important notifications, which could lead to late payments of taxes or fines. Moreover, the lack of official correspondence may cause legal problems if notification deadlines are missed.
