Seville to gain three new districts and 30,000 homes in 10 years

In the coming years, Seville will undergo its most significant urban transformations in decades. Decisions made by the municipality, the provincial government, and the port authority will lead to the creation of three new districts, offering homes for more than 60,000 people. This will not only reshape the city’s map but also impact the housing market, infrastructure, and regional economy.

Founded in 1993, the architecture firm Eddea has become a key player in these changes. According to El Confidencial, the company has secured three major contracts from various public entities. Each project is unique in scale and objectives, yet all share the goal of making Seville more modern and livable.

Port district

The most advanced project so far is the redevelopment of the port area. A new urban quarter is planned along the banks of the Guadalquivir, with modern residential buildings, cultural venues, and business centers. The first construction phase includes about 450 apartments, with a total of over 700 new homes planned for the area. Along two kilometers of waterfront, new public spaces will emerge, along with a state-of-the-art cruise terminal and restored industrial buildings for technology and creative companies.

The project has already received final approval from the Andalusian government. Authorities expect construction to begin before the end of this year, with the first residents moving into their new homes by 2028. In addition to housing, about 60,000 square meters of commercial and industrial space will be developed in the area, creating extra jobs.

Southern direction

The second major project is the development of the Quarto neighborhood in the south of the city. Plans include the construction of 6,000 apartments, half of which will be classified as affordable housing. The new district will link Seville with the neighboring city of Dos Hermanas, and its centerpiece will be a large park, larger in area than the famous Alamillo Park.

The authorities have already allocated funds for preparatory work, and the project is currently under review by the Ministry of the Environment. Construction is expected to start in the coming months, and the district should be fully settled within five years. Special attention is being paid to preserving historical sites and integrating green spaces into the urban landscape.

Technology cluster

The largest in terms of area will be the new aerospace district in the northeast of Seville. Covering 10 million square meters, the plan includes the construction of up to 24,000 apartments as well as the development of industrial and logistics facilities connected to San Pablo Airport. A major Madrid-based developer is participating in the project and plans to deliver the first 2,000 apartments using industrial construction technology.

The creation of this district aims not only to address some housing challenges but also to attract fresh investment into high-tech industries. According to El Confidencial, the first construction cranes are expected to arrive by the end of 2026, with the first residents moving in by 2027.

New approaches

Eddea uses its own digital platform to plan urban spaces, allowing for the simultaneous consideration of economic, construction, and social parameters. This approach helps speed up approvals and lower construction costs. The company’s management notes that modern methods make it possible to create affordable housing that can be priced below the current market rate.

The company is active not only in Spain but also abroad. After closing its Moscow office in 2023 due to sanctions, Eddea shifted its focus to projects in Saudi Arabia and Asia. In Seville, the firm has become one of the few capable of implementing projects on this scale, combining urban development and architecture.

In recent years, Spain has seen a growing interest in the comprehensive development of urban areas. Similar projects are underway in Madrid and Barcelona, where former industrial zones are being transformed into modern residential and business districts. These initiatives address housing issues while also creating new jobs, improving transport accessibility, and enhancing the overall quality of urban life.
