
An ambitious project has launched in Zaragoza: now, every district will have the opportunity to create their own energy communities. The municipality has opened a dedicated support office to help residents, small businesses, and associations join forces for the collective generation and use of renewable energy. This initiative is part of the city’s strategy to achieve climate neutrality by 2030.
Energy communities are more than just a way to save on electricity bills. They represent a new approach to urban living, where everyone can play a role in decarbonization. Zaragoza aims to overcome these barriers with the help of a new municipal support structure.
Four focus areas for the new support office
The Zaragoza Energy Community Support Office operates in several key areas. First, its specialists assist with legal and technical matters, from choosing an organizational structure to financial planning. Second, the office guides collective processes—from initial meetings to project launch. The third area is finding suitable buildings and rooftops for installing solar panels, including on municipal properties. Finally, the office acts as a mediator between residents, businesses, the administration, and banks to fast-track project implementation.
City authorities are prioritizing decentralization: in addition to large solar power plants, there is also a focus on smaller local initiatives. Work is already underway to allocate the roofs of schools and sports centers for installing solar panels, so that energy remains at the disposal of local communities.
Social impact and the fight against energy poverty
The main goal is not only to reduce CO₂ emissions, but also to make energy accessible to everyone. Involving residents in energy management helps build new social connections and strengthens the sense of community. In neighborhoods where energy communities have already formed, training workshops and meetings are being held to encourage as many people as possible to join the initiative.
Special attention is being paid to combating energy poverty. Thanks to these new opportunities, residents will not only be able to save money, but also receive support in difficult times. This approach makes the project not only environmentally friendly, but also socially significant.
Investment and future plans
By 2027, Zaragoza plans to invest €160 million in the development of sustainable energy. These funds will support not only large infrastructure projects, but also local initiatives, energy efficiency improvements in residential buildings, and the expansion of eco-friendly transport. Authorities are confident: real change is only possible through joint efforts of residents and the city.
