Allocation of funds between regions
At the beginning of 2025, the Spanish government approved a scheme to distribute 200 million euros among the autonomous communities, as well as the cities of Ceuta and Melilla. These funds are designated for the implementation of a financial support program for young citizens renting accommodation. The decision was made at a Council of Ministers meeting, where the procedure for granting subsidies for the next two years was agreed upon.
Eligibility criteria
Any young person who meets the criteria will be able to receive 250 euros per month for 24 months. The program aims to promote independent living among young people and to guarantee their right to affordable housing or rooms through a rental or usage contract. Authorities emphasize that the support targets those striving for financial independence and in need of additional assistance to pay for housing.
Compatibility with other support measures
This initiative does not preclude receiving other types of assistance for the most vulnerable groups. The decision to grant vulnerable status is made by regional authorities. Additionally, payments under this program are compatible with social benefits, such as non-competitive social security payments and the minimum guaranteed income. However, the total sum of all payments must not exceed the rental amount.
Interaction with national programs
In addition, the bonus for young renters can be combined with support provided under the national housing access plan for 2022–2025. In this case, the total amount of assistance is capped at 75% of the rental cost. This approach helps prevent overspending and ensures support is targeted.
Next steps and approval procedure
The final allocation of funds among the regions must be confirmed at a meeting of the relevant conference. After all administrative procedures are completed, the regions will receive official notifications specifying the allocated amounts. Only then will the transfer of funds begin, allowing regional competitions and payments to young renters to proceed.
