Representatives from all 22 member countries reviewed the declaration and cooperation documents in Madrid. The texts were sent to political bodies for discussion and final approval at the XXX Cumbre Iberoamericana.

The Declaration of the XXX Cumbre Iberoamericana is the summit’s principal political document. Its accompanying Programa de Acción turns regional agreements into operational commitments. The summit is scheduled for 4-5 November 2026 in Madrid, bringing together the 22 countries of the Community of Ibero-American Nations.

Representatives of the 22 member countries met in Madrid for the IV Reunión de Coordinadores Nacionales y Responsables de Cooperación, the final meeting in the summit’s technical preparatory process. Susana Sumelzo, Secretary of State for Ibero-America, the Caribbean and Spain in the World, and Andrés Allamand, Secretary General of the Ibero-American Secretariat, known as SEGIB, chaired the session. SEGIB and Spain are organizing the summit.

Delegates worked on the declaration and reviewed documents linked to the Estrategia de Cooperación Iberoamericana. That strategy guides the region’s shared priorities and work in the coming years. Summit agenda themes include artificial intelligence and academic mobility, along with disaster response and support for the care sector. The agenda also covers transnational organized crime and economic growth. The meeting’s remit was distinct from the Morocco-related maritime incidents in Ceuta covered in earlier Ceuta coverage.

The Madrid summit follows the 2024 gathering in Cuenca, Ecuador, which was attended by six of the 22 heads of state or government. A business track is also part of the Madrid program: more than 2,000 people were registered for the XVI Ibero-American Business Meeting scheduled ahead of the leaders’ summit.

The texts were sent to political bodies for discussion and final approval at the XXX Cumbre Iberoamericana on 4-5 November 2026.
