Roger Llanes will replace Pilar Bernabé as the Government’s delegate in the Valencian Community. The agronomist and civil servant has more than 30 years of experience and has worked on dana reconstruction alongside Bernabé.

For two years, Roger Llanes has worked alongside Pilar Bernabé on reconstruction through the Government office coordinating dana aid. He led the Office for the Coordination and Promotion of Aid Implementation under the government commissioner for post-dana reconstruction. On 20 October 2026, EFE reported that sources at the Government Delegation had confirmed he would take over from Bernabé as the Government’s delegate in the Valencian Community.

The change comes as Bernabé prepares for a role in the next general election. She is set to head the PSOE list for Valencia province on 29 November and would also maintain her candidacy for mayor of the city. Democrata reported that Llanes’s appointment was expected to go before the Council of Ministers on 20 October, as part of a wider reshuffle involving six government delegates leaving their posts to join PSOE election lists. The party’s wider preparations for the vote, including Pedro Sánchez’s selection as its candidate, were covered in this earlier report.

Llanes is an agronomist and a civil servant in the public administration. El Mundo reported that he has more than 30 years of experience in agricultural policy and related rural infrastructure work, including irrigation systems. He previously served as director general and regional secretary for Agriculture in the government of socialist Ximo Puig, and was responsible for the area within the PSPV-PSOE.

Delegation sources consider his profile suited to the next reconstruction work needed in the Safor and Marina Alta after dana Adam. His recent work coordinating aid has placed him alongside Bernabé during the reconstruction effort. El Mundo reported that Bernabé was due to accompany the prime minister on a visit to Oliva on 20 October. In an interview with TVE, Bernabé described Llanes as someone who knows the Valencian Community well, according to Democrata.
