Applying for unemployment or subsidies in Spain just became simpler. SEPE now accepts temporary codes, contrast data, and other accessible identification methods for many procedures, reducing the need for digital certificates and expanding online and phone options.
From July 16, thousands of unemployed people in Spain can now access a wider range of SEPE services online and by phone, thanks to a regulatory change that removes the digital certificate barrier for many procedures. The new rules, published in the Official State Gazette, introduce more flexible identification methods for those seeking unemployment benefits or subsidies.
Until now, many SEPE processes required a digital certificate, electronic DNI, or Cl@ve system—tools that often proved complicated or inaccessible for some applicants. The latest resolution, however, allows SEPE to accept temporary codes sent to a registered mobile phone or email, as well as personal references and other contrast data, making it easier for users to prove their identity remotely.
Expanded Identification Options
The regulation lists several approved identification systems. Alongside existing methods like qualified electronic certificates, electronic DNI, and Cl@ve, SEPE can now use single-use codes delivered via SMS or email, secure verification codes, personal references, passwords, and, in the future, biometric data. The required method will depend on the security level needed for each procedure, and some codes may only be valid for a limited time or specific action.
Secure verification codes will have a more restricted use, mainly for submitting documents or responding to SEPE requests during ongoing procedures. These codes will not grant access to broader personal data in the applicant's file.
What Can Be Done Online or by Phone?
SEPE will gradually announce which procedures are available through these new identification methods on its electronic headquarters. For now, the main benefit is the ability to submit applications and documents for unemployment protection without needing a digital certificate. Digital forms can now include a validated phone number or email, to which a temporary code is sent. Entering this code confirms the applicant's identity and consent, and the system records this evidence in the administrative file.
For phone-based procedures, applicants can provide a code sent to their registered mobile or email during the call. SEPE staff will verify the code, and the identification will be documented either by voice recording or a written note in the file.
Traditional Methods Remain Valid
Despite these changes, digital certificates, electronic DNI, and Cl@ve remain valid and sometimes necessary. SEPE may still require higher-security identification for sensitive or high-risk procedures. In such cases, access via references or contrast data may be limited to information strictly related to the specific process.
Biometric Identification: Not Yet Active
The regulation mentions biometric identification and a corporate mobile app as future options, but these will not be available until SEPE fully implements and certifies them. For now, applicants cannot use biometric data to request unemployment benefits or subsidies.
As SEPE rolls out these changes, the aim is to make unemployment support more accessible, especially for those who struggle with digital bureaucracy. According to Talent24h, the move reflects a broader push in Spain to modernize public services and reduce barriers for vulnerable groups.
