Everyone selected for a polling station must report on election day, substitutes included. If polling stations open at the usual 9am, they must arrive by 8am.
The public draws for the 29 November general election are scheduled between 31 October and 4 November 2026. Municipal councils conduct them under the supervision of the relevant Zone Electoral Boards. The Boletín Oficial del Estado published Royal Decree 924/2026 on 28 October; the gazette record was updated on 30 October.
Each mesa has a president and two vocales. Two substitutes are appointed for each post, making nine people selected in total. Substitutes can leave if the appointed members turn up. If a member is absent, a substitute takes over.
Those chosen will be notified by post within three days of the draw. The notice states their assigned role. A wider campaign event ahead of the election was covered in a report from Ceuta.
Selection is drawn from the electoral roll for each mesa. Candidates must be literate and under 70. People aged 65 to 69 may resign within seven days. A president must also hold a Bachiller qualification or second-level Formación Profesional. Graduado Escolar or an equivalent qualification can meet the requirement subsidiarily.
The draw window follows the Ley Orgánica del Régimen Electoral General, which sets the period between the 25th and 29th days after the election is called. Anyone selected who fails to attend faces a penalty of three months to one year in prison or a fine lasting six to 24 months.
