Catalan teachers threaten escalation as authorities refuse dialogue

Catalan authorities face threat of renewed strike action

Tensions are rising in Catalonia between teachers and the authorities. Major unions are demanding immediate talks after mass protests. The government’s decision could shape the future of education in the region.

The situation in Catalonia’s education sector has escalated after the largest teachers’ unions, including Ustec, announced a possible intensification of the conflict. The reason was the government’s refusal to participate in an extraordinary meeting with teachers’ representatives. This decision provoked a strong reaction among education workers, who believe that the authorities are ignoring their demands following mass protests in Barcelona.

According to El Pais, the unions Ustec, Aspepc, CGT, and Intersindical expressed dissatisfaction with the authorities’ decision to postpone discussions on pressing issues to the regular meeting of the sectoral commission scheduled for Thursday. Teachers insist on urgent dialogue, arguing that the situation requires immediate intervention rather than standard procedures. They emphasize that the large turnout at strikes and demonstrations points to a deep crisis in the sector.

Escalation of confrontation

The unions believe that the authorities’ refusal to meet on Tuesday at the Universitat de Barcelona after a recent demonstration that drew about 35,000 people only increases tensions. Teachers’ representatives call the government’s actions irresponsible and point to an attempt to move the discussion into a routine format despite the exceptional nature of the situation. In their view, the authorities are trying to maintain an appearance of normalcy while ignoring real problems faced by education workers.

Particular outrage was sparked by the fact that the government previously signed a separate agreement with the CC.OO. and UGT unions without considering the opinion of the majority. This move was seen as undermining trust in collective bargaining and as a sign of disrespect toward the other stakeholders in the process. The unions point out that the signing of the agreement coincided with a meeting of the sectoral commission, further reinforcing the sense of injustice.

Teachers’ demands

Strike organizers emphasize that the current crisis was triggered by the government’s own actions. They believe the mass protests and high participation in the strikes clearly show this is not a routine situation but a serious conflict that needs immediate resolution. The unions are pushing for an extraordinary meeting on Tuesday at 10 a.m. at the University of Barcelona, despite authorities refusing to participate.

For their part, authorities continue to insist on discussing issues within the framework of the sectoral commission, where all five unions are scheduled to meet in turn. According to officials, any changes must be based on what the system can realistically accommodate, not just on the protestors’ demands. However, this approach leaves teachers feeling that their concerns are not being taken seriously.

Impact on the education system

Escalating tensions between teachers and the government may lead to new strikes and protests, impacting the functioning of schools and the educational process in Catalonia. Unions warn that if the authorities do not change their stance, the situation could spiral out of control. The future of the region’s education system remains uncertain, with tensions between the parties continuing to rise.

As El Pais notes, similar conflicts in Catalonia’s education sector have occurred in recent years. In 2022, teachers also organized mass protests demanding better working conditions and increased funding. Negotiations with the authorities at that time dragged on for several months before a temporary compromise was reached. However, the current situation is more intense and widespread, highlighting the urgency of finding a solution as soon as possible.
