Former leader of Madrid’s PP branch Francisco Granados is now at the center of a high-profile trial. He faces charges of large-scale fraud involving municipal contracts. Lengthy hearings and sensational testimonies are expected ahead.

Francisco Granados, once one of Madrid’s most influential politicians, now finds himself at the center of a trial that could alter the public’s perception of corruption in Spanish politics. His career once seemed flawless: from mayor of Valdemoro to a key adviser in the autonomous government, he was more than just an official—he was entrusted with the most critical decisions. But now, more than a decade after his arrest, Granados must answer in court to charges that could cost him his freedom for many years.

The trial, which began in the National Court, is the first major case against the former secretary of the Madrid branch of the Partido Popular (PP) over widespread collusion in the awarding of municipal contracts. Investigators allege that between 2004 and 2013, in several cities where the PP held power, there was systematic manipulation of tenders for organizing local festivals and events. At the heart of the scheme is Waiter Music, a company that, according to prosecutors, was given preferential treatment in exchange for generous ‘bonuses’ to officials.

A web of influence

Waiter Music, led by the late José Luis Huerta, emerged as a central figure in the case. Investigators believe the company secured contracts for large-scale events, bypassing competitors thanks to its close ties with local authorities. In return, Huerta and his associates allegedly provided politicians not only with gifts—from luxury watches to designer accessories—but also covered the costs of private parties, election campaigns, and even family celebrations.

Special focus has been given to the meticulous efforts to conceal traces of wrongdoing. Documents were prepared to create an illusion of transparency and legality, while any suspicions of misconduct were effectively dismissed. According to investigators, in Valdemoro alone, Waiter Music managed to receive nearly nine million euros from the municipal budget over nine years. The company’s influence endured through mayoral changes—personal connections consistently outweighed formal procedures.

The Accused and the Charges

Alongside Granados, other members of the region’s political elite have also found themselves in the dock. Among them are former senator and deputy David Erguido, along with six ex-mayors from different Madrid municipalities. The prosecution is seeking a six-year prison term for Granados, while private plaintiffs are demanding up to 38 years. Erguido faces nearly three years in prison. The indictment mentions episodes in which Waiter Music funded not only official events, but also private parties — including, for example, a golf club celebration that, according to investigators, none of the politicians ever paid for.

Investigators note that such practices became possible due to a well-established network of personal connections and reciprocal favors. In exchange for lucrative contracts, the businessman provided politicians with everything they needed to maintain their image and influence. As a result, prosecutors argue, this is not just a case of corruption, but an entire network in which every participant benefited.

The Fall of a Power Broker

Granados’ road to the defendant’s bench began back in 2014, when he was detained during Operation Púnica. At the time, the investigation was just gaining momentum, and few anticipated the scale the case would eventually reach. It soon became clear, however, that this was not about isolated incidents but a systemic problem affecting the entire regional power structure.

In previous court cases, Granados had already been found guilty of receiving information from a law enforcement officer about the progress of investigations. For that, he was sentenced to two years in prison, but the current charges are much more serious. Now, not only his personal fate is at stake, but also the reputation of an entire political party that has shaped the region’s course for many years.

Political Influence

The Granados case has sent shockwaves through Madrid’s political elite. For the first time in years, several former municipal leaders and key figures from the regional branch of the PP have appeared in the dock together. The accusations against Granados and his associates have undermined trust in a system that once seemed unshakable.

The trial promises to be lengthy and eventful. It is already clear that regardless of the final verdict, the consequences for the region’s political life will be significant. Questions of transparency, accountability, and oversight of public spending are once again front and center. And it seems this scandal will continue to capture the attention not only of Madrid’s residents but of the entire country for a long time to come.
