
José Ignacio Landaluce recently made his first appearance at an Algeciras city council meeting as an independent politician. He left the ranks of the Partido Popular (PP) and withdrew from the Senate parliamentary group after facing serious allegations. The Socialists filed a complaint with the Supreme Court, accusing Landaluce of embezzlement and sexual harassment. The mayor himself categorically denies all charges, but the pressure on him and the party continues to mount.
The story began with media reports accusing Landaluce of harassing two former city councilwomen. Both women later publicly retracted their statements, but according to prosecutors, their silence was allegedly bought with municipal job offers. The case also involves a third former councilor—Laura Ruiz—who claims she was pressured by a PP representative from Málaga, acting as the party’s lawyer in Algeciras. Ruiz says they tried to persuade her to withdraw the accusations against the mayor.
Intra-party tensions
Despite the scandal, Landaluce chose only to give up his party posts, refusing to step down as mayor or senator. He explained that the people of Algeciras had entrusted him with the city’s leadership, and his departure would have disrupted ongoing projects. In the 2023 municipal elections, he won a record level of support—53% of the vote—the best showing for a PP candidate in any large city in Andalusia.
Inside the party, the situation is causing clear irritation. The leadership of the Andalusian PP prefers not to make public statements, hoping that Landaluce himself will make a decision that will spare the party further reputational damage. The mayor’s attempts to contact party leaders have been unsuccessful—none of the leadership have shown initiative to resolve the conflict.
Public response
The scandal did not go unnoticed among city residents. Landaluce made a show of meeting with locals to demonstrate he still retains support on the ground. Until recently, he was regarded as a model of effective management, and the head of the autonomous region, Juanma Moreno, praised his achievements at the party congress in Seville. Now, the politician has found himself at the center of a high-profile investigation, and his name has become the subject of debate in parliament.
A Vox party deputy in the regional parliament publicly accused the PP of trying to cover up incidents of harassment by discrediting the women who made the accusations. Socialists are demanding that the head of the autonomous region insist that Landaluce surrender all his mandates, even though the party itself is currently facing similar allegations in other regions of the country.
Reaction and consequences
While the PP maintains a strategy of silence and the investigation continues, pressure on Landaluce and his circle keeps growing. There is uncertainty within the party, while the public is demanding transparency and firm decisions. New details are emerging: one of the former advisors who withdrew her accusations now holds a position in the regional Ministry of Health, while another continues to work in the municipality.
