
Spaniards are set to experience a major overhaul of the familiar public services system as Andalusia becomes the center of a European experiment to introduce artificial intelligence into government operations. This is more than just another digital initiative—it is an attempt to redefine the very way citizens interact with bureaucracy. Over the next three years, traditional lines, paper documents, and endless waiting times may become a thing of the past.
The EUNOMIA.AI project, launched in Brussels, brings together the efforts of 34 organizations from 14 European countries. Andalusia leads the initiative, with coordination handled by the region’s Digital Technology Agency. For the first time, such a large-scale initiative to implement generative artificial intelligence in public administration is being carried out under the Spanish flag.
European alliance
The project involves not only national governments, but also regional and municipal administrations. Among them are Austria, Estonia, Greece, Poland, Portugal, as well as Madrid, Galicia, Mazovia (Poland), Wels and Graz (Austria), Granada, Tampere (Finland), Legnano (Italy), and The Hague (Netherlands). Such broad involvement should foster rapid knowledge exchange and the adoption of best practices.
For Spain, this is an opportunity not only to showcase its technological leadership, but also to gain access to unique developments in artificial intelligence. The main focus is on creating a unified digital infrastructure that will ensure data sovereignty and protect citizens’ information security.
New opportunities
The primary goal of EUNOMIA.AI is to make public services more efficient and transparent. Generative AI will assist in handling complex cases, speed up document processing, and provide 24/7 support to citizens through multilingual virtual assistants. This is expected to not only reduce bureaucratic delays but also increase public trust in state institutions.
Special attention is given to legal transparency and the protection of citizens’ rights. Thanks to new technologies, understanding complex regulations and administrative procedures will become more accessible for everyone, while the risk of errors and abuses will decrease.
The Spanish connection
Part of the project’s infrastructure will be based at the University of Granada, underscoring the role of Andalusia as the country’s technological hub. The recently opened Artificial Intelligence Center is also operating here, already managing dozens of projects and attracting significant investment.
For residents of Andalusia and all of Spain, this means not only faster and simpler access to public services, but also the creation of new jobs in digital technologies. In the coming years, the region may become a model for all of Europe on how to effectively use AI for the benefit of society.
The Future of Public Administration
The project is designed for 36 months, and its success could become a starting point for large-scale reforms in other EU countries. Spain now has the opportunity to lead the way in digitalizing the public sector. The only question is how quickly and seamlessly these new technologies can be integrated into the everyday lives of millions of citizens.
While some fear total control and loss of privacy, others see EUNOMIA.AI as an opportunity to eliminate bureaucratic chaos. In any case, Andalusia has already made its mark in the history of European digital transformation.
