Spain sees record employment among people with disabilities figures and persistent gap

The share of employed people with disabilities increased in 2024

In 2024, Spain reached its highest level of employment among people with disabilities in the past decade. However, the majority are still not part of the workforce. New data reveal the reasons and highlight regional disparities.

Spain’s labor market in 2024 has undergone significant changes: the employment rate among people with disabilities has reached its highest level in the past decade. This development is important for the whole country, as it concerns millions of citizens whose opportunities and rights depend directly on job accessibility. Despite positive trends, most people with disabilities remain outside the workforce, highlighting the scale of the social challenge.

According to Randstad Research, in 2024 Spain had 3.36 million citizens with officially recognized disabilities. Of these, 1.94 million were of working age, but only 687,500 were active in the labor market and 560,400 had a job. About 1.2 million were economically inactive due to permanent incapacity or retirement. These figures show that even with rising employment, two-thirds of working-age people with disabilities are not involved in the country’s economic life.

A decade of growth and its limits

Over the past ten years, the number of employed people with disabilities has increased by 166,000 — a 42% rise. However, despite this progress, the participation rate in 2024 was 35.4%, just below the decade’s peak. This means a significant part of the population still cannot find work or is not even seeking to enter the job market. As Randstad Research notes, the main goal is not only to create jobs, but also to reduce the level of complete inactivity among this group.

The situation is particularly challenging among people with psychosocial disabilities. In 2024, only 29.8% of them were active in the labor market, with employment at just 23.6%. For comparison, the average rate among all people with disabilities was 28.9%. This shows that employment barriers in this subgroup remain the highest.

Regional disparities

Employment opportunities for people with disabilities vary significantly across regions of Spain. The gap between the highest and lowest shares of active citizens with disabilities reached 16.5 percentage points. Cantabria (44.9%), Madrid (41.5%), and La Rioja (41.2%) led the way. By contrast, in the Canary Islands the rate was only 28.4%, and in Galicia and Asturias, 29.4%. These differences highlight the uneven access to jobs and the need for regional solutions.

The reasons for these differences may be linked to economic structure, level of support, and the availability of specialized programs. Some regions have initiatives aimed at integrating people with disabilities, but their effectiveness has not yet closed the gap.

Unemployment and inactivity

In 2024, the unemployment rate among people with disabilities fell to 18.5%, down by 9,000 from the previous year. Over the last decade, the number of unemployed decreased by 64,400, or 34%. However, despite declining unemployment, the main challenge remains: most people with disabilities are not participating in the labor market at all. This is due to both medical reasons and the lack of adapted jobs and support.

According to Randstad Research, improved employment figures do not automatically solve social isolation. Many still face barriers to employment, while some simply do not see any opportunities in the job market.

In recent years, Spain has introduced various measures to support employment among people with disabilities, including quotas and subsidies for employers. However, experience shows that only a comprehensive approach and removing barriers can bring real change. Other European countries are tackling similar issues by developing inclusive programs and actively involving businesses. In 2022–2023, Spain discussed new initiatives to adapt workplaces and expand access to education for people with disabilities, but these have yet to produce a significant shift in the statistics.
