The Junta Electoral Central has lifted its suspension of MiDNI for identification at polling stations. The decision followed confirmation from the Interior Ministry that electoral boards would have QR-verification devices.

Electoral boards will be able to check voters’ identities using temporary QR codes generated by MiDNI, after the Interior Ministry confirmed that verification devices would be available. On Thursday 5 November, the Junta Electoral Central (JEC) lifted the app’s suspension, restoring its use for identification before polling boards.

The authorisation applies only to MiDNI. The JEC’s decision does not reinstate MiDGT, the app operated by the Dirección General de Tráfico, which remains barred for this purpose. RUSSPAIN has covered a separate public-service issue in its report on rail services.

The change hinges on the QR check. A voter must generate a temporary code in MiDNI and show it to the electoral board. The board’s devices will have a camera and browser access to the QR verifier on the official MiDNI website. That will let officials check the code’s authenticity.

The JEC suspended both MiDNI and MiDGT on 26 March over security concerns. Its latest decision reverses that measure for MiDNI alone, subject to the identity-check safeguards required by the electoral body.

MiDNI is the Policía Nacional’s digital version of the Documento Nacional de Identidad (DNI), designed to prove identity in person using a mobile phone. Royal Decree 255/2025, approved on 1 April 2025, established its legal framework. The digital version has the same legal validity as the physical document for uses covered in Spain; the physical DNI remains valid.

To activate the app, a user needs a valid physical DNI and a compatible phone. The document must first be registered and linked to one phone number. Registration can be completed online using an electronic DNI with valid certificates. A card reader and the relevant PIN are also required. Users can also register at Policía Nacional documentation update points or during DNI renewal.

After registration, MiDNI can be downloaded free from Google Play or the App Store. Activation requires the DNI number and document support number, followed by a password or biometric access method. Users must also verify their account with a code sent by SMS.
