The Andalusian budget figures cited by Vox include €38.1m for improvements to public woodland and €10.2m to restore land affected by the Niebla fire. The party presents the budget as a first step towards removing the climate agenda, describing the proposed changes as the beginning of its elimination.
Vox also cited a further €35m for fire prevention, including forestry work and new equipment for Plan Infoca. The Niebla fire was declared on 6 August and affected nearly 40,000 hectares. The source account describes it as the largest forest fire by area burned in Spain and Andalusia. El País reported that the 2026 high-risk fire season ended with 58,753 hectares burned. It also reported 15 deaths and 6,444 evacuations. The season’s fire programme had a record budget of €271.6m, 5% higher than the previous year and 60% higher than in 2018. An AFA representative cited by the newspaper put the cost of restoring the Niebla fire at about €400m.
The party says the Junta will not fund the promotion of low-emission zones in Andalusian municipalities. Vox argues that families and workers without the means to replace their cars should be protected. It wants public resources directed towards water infrastructure and the protection of Andalusian farms. Fire prevention is another stated priority. Vox identified the proposed fire allocations as part of the Junta’s €54.716bn draft budget for 2027, around 6% above the €51.5979bn 2026 budget. The draft also includes €35.246bn for social policies.
These positions appear in the PP-Vox government agreement that enabled Juanma Moreno's investiture. Point 138 rejects what it calls ideological impositions in environmental policy and calls for public spending on them to be removed. The announced budget measures reflect an existing coalition commitment, rather than a position first introduced in the budget debate. The 2027 accounts are the first prepared jointly by the two parties since the coalition government formed following the 17 May 2026 regional elections.
Independent reporting on the draft budget also described cuts to environmental and agricultural programmes. Funding for protected natural spaces was reported to fall from €16m to €12.7m, while agriculture and sustainability spending was reported to decline by 42%. Funding for an AMAYA programme to improve agricultural production was also removed, according to elDiario.es Andalucía.
That approach contrasts with Moreno's public support for climate action. He has warned that Andalusia is among the European regions most exposed to climate change and has sought more funding to address drought and forest fires. He has also argued that environmental protection should shape public budgets and investment.
The PSOE has criticised the budget's direction and rejected the proposed accounts. Its spokesperson Alejandro Moyano said the party would seek details of Vox's demands and their consequences for Andalusians. He also criticised what he described as the continuing privatisation of essential services. The dispute over political responsibility after disasters has also been examined in earlier reporting.
The Junta approved and delivered the €54.716bn draft to the Andalusian Parliament on 30 October 2026. It remained subject to parliamentary examination and approval, with committee scrutiny and debate still ahead.
